In accordance with House Rule 519 and Joint Rule 213, the following items: Recognizing: (5-1) Tim Throckmorton, of Dedham, the longest-serving television sportscaster in Maine, on his retirement as sports director at WABI-TV in Bangor after 39 years with the station. Mr. Throckmorton began his broadcasting career at WABI-AM and WBGW-FM radio as a board operator and on-air radio personality in 1980 and became sports anchor and director in 1984. Two years ago, he was honored as the Maine Sportscaster of the Year by the National Sports Media Association. We extend our congratulations and best wishes;

In Memory of: (5-33) Robert G. Fotter, of Oakland. Mr. Fotter served in the United States Navy from 1950 to 1969, retiring with the rank of Senior Chief. He was a member of the Seabees, and he was stationed in Chu Lai, Vietnam during the Vietnam War. He worked for many years as an auto mechanic and for 21 years in the Oakland Post Office, retiring in 1990. A lover of auto racing, he was an avid ice racer as well as a local track champion at Unity Raceway. He volunteered at the Sacred Heart Soup Kitchen for 13 years. Mr. Fotter will be long remembered and sadly missed by his wife of 56 years, Vivian, and by his family and friends;

(5-34) Howard L. Bickford, of East Wilton. Mr. Bickford had a flower shop he opened in 1963 with his wife Franka before joining George Walsh at G & G Construction. He later opened his own general construction company, H.L. Bickford &Sons, in the early 1970s. Active in his community, he was a Little League coach and served on the town's planning board and finance committee. He was a member of Wilton Volunteer Ambulance and a former fire chief. He was a past president of the Wilton Lions Club, of which he was a member for over 40 years. He was a member of the Wilton Masonic Lodge #156, Scottish Rites, and Kora Shrine Temple. He served as chair of the Wilton Town Republican Committee and the Franklin County Republican Committee and was a member of the State Republican Committee. Mr. Bickford will be long remembered and sadly missed by his family and friends;

(5-35) Margaret Eliza Wakelin Carle, of Old Orchard Beach. As a 14-year-old, Mrs. Carle founded the Sandpiper Play School at Biddeford Pool, where she instructed children in sand castle construction and beach lore. As an adult, she taught art in Needham, Massachusetts, in the Bath area and on Long Island. She was a certified green artist, whose works featured all-natural materials, and exhibited her work with local art associations. She curated the community art gallery on Long Island for 10 years. In addition to being an artist and teacher, she was a musician and songwriter for more than 50 years. She performed with autoharp, drums and voice in local choirs and small folk groups. She was a member of the Council of Women, a Native American group, and a woman of faith and devotion. A supporter of the Old Orchard Beach Little League, she made a significant donation for the repair of the league's snack shack, which had been damaged by lightning. Mrs. Carle will be long remembered and sadly missed by her family and friends and all those whose lives she touched;

(5-37) Albert A. "Joe" Gaudreau, of Gilead. Mr. Gaudreau was a veteran of the United States Army, having served from 1955 to 1963. Mr. Gaudreau will be long remembered and sadly missed by his wife of 59 years, Alfreda, and by his family and friends;

JOINT RESOLUTION TO RECOGNIZE FRANCO-AMERICAN DAY
WHEREAS, the State of Maine is named after the Province of Maine in France, and the towns of Paris and Calais owe their names to the capital city of France and the French port city of Calais, respectively; and
WHEREAS, more than 1/3 of the population of Maine is of French and Canadian descent and Franco-Americans in Maine have contributed much to the beauty and quality of this State; and
WHEREAS, French is the primary language of thousands of Maine citizens and there has been a resurgence in the use of the French language and a heightened appreciation of the Franco-American heritage throughout the State; and
WHEREAS, clubs and organizations to promote French culture and language have sprung up throughout the State, including the Francophone Caucus at the Capitol; and
WHEREAS, fluent French-English bilingual people are a cultural and economic resource to the State; and
WHEREAS, cultural tourism can be greatly enhanced by the genuine Franco-American centers throughout the State, and the large Franco-American presence in Maine can further strengthen our relationships with Canada, France and the rest of the francophone world; and
WHEREAS, the first Franco-American Day was celebrated on Wednesday, March 6, 2002 at the State Capitol; now, therefore, be it
RESOLVED: That We, the Members of the One Hundred and Twenty-ninth Legislature now assembled in the First Regular Session, on behalf of the people we represent, proclaim that Thursday, May 16, 2019 is Franco-American Day, to be celebrated at the State Capitol; and be it further

Mr. Cote, a good corporate citizen and generous philanthropist, delivered and installed Christmas trees in Lewiston and Auburn, contributed to area schools and transported and installed memorials and monuments for veterans and many churches;

He was active with Old Town Knights of Columbus Le Soiree parties, which celebrated the Franco heritage of the Old Town area;
