Understanding how a bill becomes a law in the Maine Legislature


Introduction

A bill is introduced by a legislator and assigned a number (LD - Legislative Document).

Committee Assignment

The bill is referred to an appropriate legislative committee for review.

Public Hearing

The committee holds a public hearing where citizens can testify for or against the bill.

Work Session

The committee discusses the bill and votes on a recommendation to the full Legislature.

First Chamber Vote

The bill goes to the House or Senate floor for debate and voting.

Second Chamber Vote

If passed, the bill moves to the other chamber for consideration.

Governor's Action

The Governor may sign, veto, or allow the bill to become law without signature.

Becomes Law

If signed or enacted, the bill becomes law and is assigned a chapter number.
