JOINT RESOLUTION RECOGNIZING APRIL 18, 2025 AS WORLD AMATEUR RADIO DAY
WHEREAS,amateur radio, also known as ham radio, provides a bridge between people, societies and countries by creating friendships and sharing ideas; and
WHEREAS, April 18, 2025 marks the 100th anniversary of the founding of the International Amateur Radio Union, the entity that promotes the international cooperation and communication that are the hallmarks of amateur radio; and
WHEREAS, there are nearly 780,000 federally licensed amateur radio operators in the United States and approximately 4,500 in the State of Maine; and
WHEREAS, amateur radio is a valuable resource and, during emergencies or natural disasters, such as the ice storm of 1998, Hurricane Katrina, the Boston Marathon bombing and countless other emergency situations, is often the only dependable way to communicate locally or internationally; and
WHEREAS, many Maine amateur radio operators serve their local and county emergency management agencies by training and holding exercises to prepare for when their skills are needed during times of emergency; and
WHEREAS, Maine amateur radio operators routinely volunteer their equipment and time to provide public service communications for such events as the Dempsey Challenge, the Trek Across Maine, the TD Beach to Beacon 10K Road Race, the New England Forest Rally, the Kenduskeag Stream Canoe Race, the Can Am Crown International Sled Dog Race, the Loon Echo Bike Trek, the Mount Desert Island Marathon, Autism Awareness walks and races and the Northwoods Gravel Grind;and
WHEREAS, amateur radio operators of all ages provide a great inspiration for today’s youth by routinely practicing not only voice communications and the old-fashioned but reliable Morse code but also many modern digital modes, using the ionosphere as well as a fleet of satellites and the International Space Station to make contacts; now, therefore, be it
RESOLVED: That We, the Members of the One Hundred and Thirty-second Legislature now assembled in the First Regular Session, on behalf of the people we represent, take this opportunity to recognize and acknowledge the accomplishments and public service provided by amateur radio operators as they celebrate World Amateur Radio Day on the 100th anniversary of the founding of the International Amateur Radio Union; and be it further
RESOLVED: That suitable copies of this resolution, duly authenticated by the Secretary of State, be transmitted to the American Radio Relay League and the International Amateur Radio Union.

In Memory of: (5-71) the Honorable Louis Scolnik, of Andover, Massachusetts, a civil rights activist and former Associate Justice of the Maine Supreme Judicial Court. Justice Scolnik was a veteran of the United States Navy. He served as an officer on LCI(L) 776, an amphibious landing ship, and participated in landings in the Philippines and occupation duty in China, ultimately commanding the ship. After the war, he returned to his hometown of Lewiston to practice law. Justice Scolnik's legal career was defined by his steadfast commitment to civil rights and civil liberties. After opening his own private practice in 1957, he served as corporation counsel to the City of Lewiston, counsel to the central Maine branch of the NAACP, chair of the Maine Advisory Committee to the United States Commission on Civil Rights and a member of the Governor's Task Force on Human Rights. In 1968, after serving for 16 years as the only cooperating attorney in Maine for the American Civil Liberties Union, he helped organize and became the first president of the ACLU's Maine chapter. In 1974, Governor Kenneth Curtis appointed him to serve as a justice on the Maine Superior Court. In 1983, he was elevated to the Maine Supreme Judicial Court, serving until his retirement in 1988. He received many awards throughout his career, including in 1989 the Roger Baldwin Award, named for the founder of the ACLU, in recognition of his lifetime commitment to civil liberties. That same year, the Maine Civil Liberties Union established the Justice Louis Scolnik Award, which annually honors members of the legal community who have demonstrated an outstanding commitment to the protection of civil liberties. He himself received the eponymous honor in 2019. Justice Scolnik will be long remembered and sadly missed by his family, friends and community;

(5-72) Michael D. MacPherson, of Presque Isle. Mr. MacPherson was a veteran of the United States Army. After his discharge as a captain in 1977, he returned to Presque Isle and entered into business with his father at Aroostook Communications, which provided two-way radio service in Aroostook and northern Penobscot counties. Later, the two started Aroostook Paging. Mr. MacPherson also developed several other businesses, with his last venture being the creation of Just Value Associates, which provided tax assessing services to several communities in northern Maine. Over the years, he was involved in many organizations in various capacities. Typically, he served as a board member and then progressed to a position of leadership. He was involved with Presque Isle Chamber of Commerce, Presque Isle Industrial Council, The Aroostook Medical Center, Turner Foundation, Rotary Club of Presque Isle, Aroostook Hospice Foundation and Grant Memorial United Methodist Church. He also served on the board of directors for MMG Insurance, retiring from that board as chairman in 2020. In 1997, he was named Presque Isle Citizen of the Year. Mr. MacPherson will be long remembered and sadly missed by his family, friends and community;

(5-73) Abbie Ann Roberts, of Nobleboro. Working hand in hand with her husband, the late Samuel E. "Sam" Roberts, Mrs. Roberts was a member of the third generation of the Roberts family involved in The Lincoln County News. She served as the newspaper's editor or managing editor for almost 20 years between March 1973, when she succeeded her mother-in-law, Dorothy Roberts, and her retirement in January 1993. She served as secretary for both the Maine Press Association and what is now the New England Newspaper and Press Association. She also traveled extensively with the International Press Study Mission. She and her husband entered the Maine Press Association Hall of Fame together in 2002. Mrs. Roberts helped start the Central Lincoln County Ambulance Service. She was one of the institution's first attendants and was the first bookkeeper of the organization. She was a former Girl Scout leader and a former Massasoit Engine Company Fire Fly. She worked on the Miles Memorial League Hospital League rummage sale for years. She was a member of St. Andrew's Episcopal Church, where she was a member of the church guild. She was also a member of the Damariscotta-Newcastle Lions Club and of the Damariscotta Historical Society. She was a special friend and donor to the Damariscotta Region Chamber of Commerce and Information Bureau. Mrs. Roberts will be long remembered and sadly missed by his family, friends and community;

(5-74) Herbert J. "Herbie" Clark, of Charlotte. Mr. Clark was a veteran of the United States Army National Guard, serving from 1959 to 1966. He started a trucking career with his father at age 16 while still attending school. He bought his first truck in 1962 and 18 more in the years that followed. He owned and operated H. J. Clark and Sons, Inc. until his retirement in 2004. Over his 50 years of trucking, he plowed snow, hauled gravel, built roads and delivered tree-length logs to mills all over Maine. He employed many truck drivers and crane operators but ended his career the way he started it, as a sole operator. Community-minded, he served as a firefighter, first in Pembroke and then with the Charlotte Volunteer Fire and Rescue Department for 68 years, serving as president, secretary and treasurer. He served on Charlotte School Board for 53 years and the Charlotte board of tax assessors, as moderator of many town meetings and on various other town boards. He was a member of the Charlotte Volunteer Fire and Rescue Auxiliary and Charlotte Historical Society and attended the Charlotte Baptist Church. He served on the board of Calais Regional Hospital from 1997 to 2020 and on the board of Eastern Maine Electric Cooperative for several years. In 1979, he helped organize the Charlotte Summer Softball League, where he umpired and coached, and he kept the league going for many years. He helped build the Charlotte School playground and softball field that was later named Herbie Clark Field. He was also a proud member of the Pembroke American Legion, Post 59. Mr. Clark will be long remembered and sadly missed by his family, friends and community;

(5-75) Pauline M. Dube, of West Enfield. Mrs. Dube was highly active serving the Knights of Columbus as a Daughter of Isabella. She will be fondly remembered by many as "The Lunch Lady" as she worked in the school system for more than 40 years. Mrs. Dube will be long remembered and sadly missed by her family, friends and community;

(5-76) Lester Joseph Nadeau, of Orono. Although he worked in sociology and fundraising for both Husson University and the Alumni Association at the University of Maine, Mr. Nadeau's primary love was music, specifically the trumpet, at which he excelled from high school on into his professional performance life. He was a first-call lead trumpet player for name acts, including Milton Berle, and dance and jazz bands including the Al Corey Band, stage shows, ice shows and community bands, especially the Bangor Band and the Ellsworth Community Band. He also served as an Army Honor Guard bugler for military and private services. Mr. Nadeau will be long remembered and sadly missed by his family, friends and community;

(5-77) Jean E. Devereux, of Penobscot. Mrs. Devereux will be remembered for the countless hours she gave to others, volunteering at Blue Hill Hospital, promoting hospice in the area, cooking for church suppers and functions and being a willing sitter for the many grandchildren and friends. She was a member of both the American Hospital Association and Maine Hospital Association, Blue Hill Hospital Auxiliary, Hospice of Blue Hill, Castine Grange, Castine Women's Club, Dr. Mary Cushman Circle and Unitarian Universalist Congregation to name a few of the organizations with which she was associated. Mrs. Devereux will be long remembered and sadly missed by her family, friends and community;

(5-78) Calvin Temple, of Bowdoinham. Mr. Temple was a retired lieutenant of the Sagadahoc County Sheriff's office. He was a dedicated public servant who served Sagadahoc County with honor and distinction, leaving an enduring legacy of kindness and commitment. Known for his exceptional storytelling and warm personality, he brought joy and connection to the community's residents. His wit, wisdom and unique ability to make people laugh will be remembered by all who had the privilege of knowing him. Mr. Temple will be long remembered and sadly missed by his family, friends and community;

(5-79) Preacher, of South Paris, a valued member of the Maine State Police K-9 Unit. Preacher served as a partner to Sergeant Jonathan Russell and contributed significantly to law enforcement efforts by apprending suspects and ensuring public and officer safety. His intelligence, resilience and courage highlighted the important role of K-9 units in the safety and well-being of our communities. He lost his life in the line of duty and will be long remembered and sadly missed by his partner and the law enforcement community;

(5-80) the Honorable Richard Steven Malaby, of Wiscasset. An athlete while in school, Mr. Malaby was scouted as a prospect of the New York Mets and played on their Triple-A team. In 1980 he read an advertisement for an old inn for sale in Maine. Despite never having been to Maine, having no money and having no experience in innkeeping, he made the trip to see it. The owner, renowned painter Bill Moise, was skeptical at first but the young man's persistence and charm won him over. Over the next 42 years, Mr. Malaby made the Crocker House Country Inn in Hancock Point the heart of the community. He transformed the Crocker House into a beloved gathering place, welcoming guests from near and far. Active in his community, he served as Chair of Maine Coast Memorial Hospital and on the Hancock School Board. Later, he was elected to the Maine House of Representatives, where he served two terms and was a member of the Joint Standing Committee on Health and Human Services. He also taught as an adjunct college professor. After moving to Wiscasset, he served on Wiscasset's Economic Development Committee and championed fundraising efforts at St. Philip's Episcopal Church. He was also a member of the Lincoln Theater in Damariscotta. Mr. Malaby will be long remembered and sadly missed by his family, friends and community;
