Dear Honorable Members of the 129th Legislature:
Under the authority vested in me by Article IV, Part Third, Section 2 of the Constitution of the State of Maine, I am hereby vetoing LD 308, An Act to Authorize Municipalities to Increase Notification Time Periods for Rent Increases and Termination of Tenancies at Will.
An important function of State Government is to maintain consistent, fair standards across the state for consumers and businesses of all sizes. Creating a patchwork approach to the tenancy at will rules by extending notice periods will create confusion, add costs, and reduce the supply of affordable rental housing.
LD 308 would allow a municipality to extend notice periods to terminate a tenancy at will for anywhere between 30 and 60 days and would allow a municipality to extend the requirement notice of a rent increase to between 45 and 75 days. This will result in a vast array of standards across the state. Allowing 60 days in one town, 45 days in the next, and 48 days in still another provides none of the certainty that tenants and landlords need. Creating burdensome rules will only serve to make rental housing more expensive to renters or force landlords to reconsider offering rental units at all. Policies that make housing more expensive or reduce the supply of affordable units are self-defeating.
In addition, the problems this legislation seeks to address can all be addressed through written leases that the renter and the landlord agree to voluntarily.
For these reasons I return LD 308 unsigned and vetoed.

Dear Honorable Members of the 129th Legislature:
Under the authority vested in me by Article IV, Part Third, Section 2 of the Constitution of the State of Maine, I am hereby vetoing LD 839, An Act To Increase Funding for Multimodal Transportation.
This legislation increases the sales tax on the short-term rental of automobiles, small trucks and vans from 10 percent to 12 percent to provide funding for multimodal transportation. While I agree that it is imperative to examine more sustainable resources for transportation, including multimodal connections, I do not believe an increase in the car rental sales tax, which did not receive bipartisan support, is the appropriate mechanism.
This session, the Transportation Committee unanimously supported LD 945, An Act to Establish a Blue-Ribbon Commission to Study and Recommend Funding Solutions for the State's Transportation Systems. This bill calls for a comprehensive look at the transportation funding challenge and possible solutions to it. I am hopeful that, through the work of this commission, more sustainable, reliable, and bipartisan funding options can be presented for consideration.
It is for these reasons, I return LD 839 unsigned and vetoed, and I urge the Legislature to sustain it.

In Memory of:
(5-15) the Honorable James E. Davitt, of Hampden. Mr. Davitt served as a captain in the United States Army in Vietnam and received the Bronze Star. He practiced law in Maryland, the District of Columbia and Virginia before moving to Maine in 1990. In 1994, he accepted a faculty position in the Justice Studies program at the University of Maine at Augusta, Bangor Campus and later retired as a tenured professor. He and his wife Mary Louis opened Bangor's first bed and breakfast, Nonesuch Farm B&B. He was a member of the Board of Visitors of Mountain View Correctional Center, the parish council of St. Mary's Catholic Church in Bangor, the Maine People's Alliance and the Maine Education Association. He served in Maine's House of Representatives during the 127th Legislature, representing Hampden. He also served on the Hampden Planning Board and was a member of the Hampden Historical Society. Mr. Davitt will be long remembered and sadly missed by his family and friends and all those whose lives he touched;
