I am pleased to submit the State of Maine Management Letter for the fiscal year ended June 30, 2018. During our audit of the State of Maine, we became aware of matters that offer opportunities for our government to improve its operations. Recommendations regarding these matters accompany this Management Letter as Management Letter Comments.
This publication of our Management Letter includes two sections: Management Letter Comments previously issued in relation to the Comprehensive Annual Financial Report (CAFR) audit; and Management Letter Comments newly issued in relation to the Single Audit. Management Letter Comments related to the CAFR audit were separately issued on February 4, 2019 and are included in this report to provide the reader with a comprehensive set of our recommendations.
Please feel free to contact me with questions you may have. Like you, we are committed to improving our State government for the benefit of our citizens. (5-13) Homer Wayne Carr, of Otis. Mr. Carr served in the United States Army in Germany during the Korean Conflict. He worked for Bangor Mental Health Institute for 36 years, and he was a dedicated member of the Glad Tidings Church, in Bangor, where he served as head and honorary usher for over 60 years and two terms on the church's board. Mr. Carr will be long remembered and sadly missed by his family and friends;

(5-14) Rodney Edward Gray, of Prospect. Mr. Gray attained the rank of Master Sergeant in the Air National Guard and served for 22 years at Dow Air Force Base in Bangor. In 2006, he retired from teaching building construction at Southern Maine Community College after 36 years of service. He was a member of the Church of Jesus Christ of Latter-day Saints, which he served several years in leadership roles, including as Branch President, Bishop and Councilor. Mr. Gray will be long remembered and sadly missed by his wife of 57 years, Christine, his family and friends and all those whose lives he touched;

After working as a biological technician for the United States Department of the Interior, Bureau of Sport Fisheries and Wildlife, Mr. Savitz worked at Monmouth County Park System in New Jersey as a principal park naturalist, providing outdoor education and environmental interpretation, until he became the Executive Director of Friends of the Monmouth County Park System, Inc. In Andover, he served as a town selectman, served on the Olde Home Day Committee, one year contributing the theme name of "Andover - Nature's Playground," and judged the town's annual garden contest. Mr. Savitz will be long remembered and sadly missed by his family and friends;
