JOINT RESOLUTION RECOGNIZING APRIL 2026 AS CHILD ABUSE PREVENTION MONTH

 

            WHEREAS,child abuse is a community problem, and finding solutions depends on recognizing that the effects of child abuse and neglect are felt by whole communities and that those effects need to be addressed by the entire community; and

 

            WHEREAS, effective child abuse and neglect prevention programs succeed because partnerships are created among government agencies, policymakers, nonprofit organizations, health care providers, schools, faith communities, businesses and law enforcement agencies; and

 

            WHEREAS, when families lack access to adequate financial resources, stable living conditions, nutritious food, affordable health care, quality child care and education, a child’s development is at risk; and

 

            WHEREAS, all Maine citizens should become more aware of child abuse and neglect and its prevention and become involved in the raising of children in a safe, secure, nurturing environment; now, therefore, be it

 

            RESOLVED: That We, the Members of the One Hundred and Thirty-second Legislature now assembled in the Second Regular Session, on behalf of the people we represent, take this opportunity to recognize April 2026 as Child Abuse Prevention Month, to recognize that we all have a role to play in strengthening families so as to ensure healthy child development and have a duty to help others recognize that role and to celebrate the positive community connections available to our families and caregivers to promote the health and well‑being of Maine children and help prevent child abuse and neglect.

            (5-40)  George Hale, of Orrington, the legendary Maine radio and television broadcaster known as the dean of Maine broadcasting and the voice of University of Maine sports, for his seven decades of service in broadcasting.  In Maine, Mr. Hale worked at WABI-TV and WABI radio in Bangor, as well as WVOM.  He is a member of the Maine Broadcasting Hall of Fame, the Maine Sports Legends Hall of Honors and the Maine Sports Hall of Fame.  He was awarded the Eastern College Athletic Conference Media Award, the New England Sportswriters Association Award and the Maine Sportscaster of the Year Award, as well as the Black Bear Award.  In 2015, the National Academy of Television Arts and Sciences named him a Gold Circle Honoree, recognizing his more than 50 years of noteworthy contributions to his community and the television industry.  As Mr. Hale enters his retirement, his many listeners will miss his reflections on years past, his historical perspectives and his wit, calming tone and no-nonsense personality.  We extend our appreciation and best wishes;

            (5-43)  Barry Buck, of Portland.  Mr. Buck will be long remembered and sadly missed by his family, friends and community;

            (5-44)  Richard Edward Barringer, of Portland.  Mr. Barringer was a passionate champion for Maine's environment and the well-being of its citizens over a more than a 60-year career of public service.  He was a veteran of the United States Coast Guard, serving as a lieutenant on active and reserve duty from 1959 to 1967.  He taught at the Kennedy School of Government and directed the Massachusetts Bicentennial Commission.  Moving to Maine in 1973, he became the first director of the Bureau of Public Lands for Governor Kenneth Curtis.  There, he and his colleagues reclaimed 600,000 acres from paper companies and established public reserved lands such as Round Pond, the Bigelow Preserve and Cutler Coast.  He was appointed commissioner of the Department of Conservation in 1975 by Governor James Longley and continued in that role for Governor Joseph Brennan.  He served as Governor Brennan's state planning director from 1981 to 1986.  After his government service, Mr. Barringer joined the University of Southern Maine as a research professor and graduate teacher in public policy, becoming the founding director of the Edmund S. Muskie School of Public Service.  In a field of five, he competed in the Democratic primary for governor in 1994, coming in third behind Joseph Brennan and Thomas Allen.  He continued his public service assisting Governor John Baldacci to enact legislation promoting Maine's quality of place.  In retirement, he joined with other stewards of the outdoors to establish the Allagash Wilderness Waterway Foundation in 2011.  He consulted on the New England Clean Energy Connect project from 2019 to 2022.  He also contributed to the development of Portland Harbor Commons, a new public park along the Portland waterfront at the bottom of India Street.  Mr. Barringer will be long remembered and sadly missed by his family, friends and community;

            (5-45)  Timothy Patrick Kelly, of Portland.  Mr. Kelly had a successful career in sales and marketing in the Boston and Portland news outlets.  He was most recently employed at Blue Lobster Maine Trees in Portland.  Mr. Kelly will be long remembered and sadly missed by his family, friends and community;

            (5-46)  Edgar Gordon Drew, of Portland.  Mr. Drew was a veteran of the United States Navy.  He went on to work for the United States Postal Service.  He also had a business in boat repairs after working in apprenticeships with Carroll Lowell in Portland and Even Keel Marina in Yarmouth.  Mr. Drew will be long remembered and sadly missed by his family, friends and community;

            (5-49)  Marco Anthony DiSanto, of Portland.  As a young man, Mr. DiSanto played semi-pro football for the Portland Seahawks, a team in a New England semi-pro football league, at Fitzpatrick Stadium.  He served for four years in the Air National Guard.  In 1965, John B. DiSanto and Sons was established with his father and brother.  The company was incorporated in 1966, and Mr. DiSanto served as President.  Over the years, the company helped build several banks and fire stations and took on several jobs for the City of Portland, including the Portland International Jetport, Hadlock Field, Troubh Ice Arena and Deering Oaks.  The company was also involved in the Brunswick Naval Air Station and the Windham Correctional Facility.  Mr. DiSanto designed and built Harvard Common, along with his brother, John, a 16-unit condominium complex in Portland.  He was a devout Catholic who served as Eucharistic minister at St. Peter's Church in Portland and volunteered for the Bazaar for several years.  He was also a member of the Order of Alhambra, a lifetime member of the Italian Heritage Center, and a lifetime member of the Bricklayers Union.  Mr. DiSanto will be long remembered and sadly missed by his family, friends and community;

            (5-50)  William Crowley, of Farmingdale, a veteran of the United States Navy who served during the Vietnam War.  Mr. Crowley will be long remembered and sadly missed by his family, friends and community;

            (5-51)  Tammy Richardson, of Winthrop.  After graduating from high school, Ms. Richardson worked as a dental assistant in Presque Isle before relocating to Wells in 1982.  During the 1980s and early 1990s, she devoted herself to raising her family as a stay-at-home mother.  She later spent more than a decade in the packing department at L.L. Bean.  In the early 2000s, Ms. Richardson began a new chapter in public service as a social worker.  She initially worked in group homes serving youth, and subsequently joined the Department of Health and Human Services, where she remained until 2024.  Over the course of her tenure, she held a variety of roles, culminating in her service as a Youth Transition Specialist and member of the Maine Youth Leadership Advisory Team.  Ms. Richardson will be long remembered and sadly missed by her family, friends and community;
