JOINT RESOLUTION RECOGNIZING THE LONGSTANDING PARTNERSHIP BETWEEN THE PROVINCE OF QUEBEC AND THE STATE OF MAINE

 

            WHEREAS,  the Province of Québec has maintained a permanent presence in New England since 1970 in order to facilitate relations with the 6 New England states, including Maine; and

 

            WHEREAS,  the Maine-Canadian Legislative Advisory Commission, first established in 1977, is responsible for strengthening relations between Maine and its neighboring Canadian provinces of Québec, New Brunswick, Newfoundland and Labrador, Nova Scotia and Prince Edward Island; and

 

            WHEREAS,  Québec and Maine are founding members of the New England Governors and Eastern Canadian Premiers, or NEG-ECP, where they work cooperatively to address their shared interests, such as trade, energy security and affordability, environmental sustainability and modernizing transportation and industry, and participate in the annual NEG-ECP Conference; and

 

            WHEREAS,  Québec and Maine are members of legislative associations, including the National Conference of State Legislatures and the Council of State Governments, where representatives of Québec and Maine convene and work collaboratively to address issues of mutual interest and engage in discussions; and

 

            WHEREAS,  common traditions and values have existed historically between Maine and Québec, including economic, educational, familial and cultural exchanges on both sides of the border; and

 

            WHEREAS,  in 2024, trade between Maine and Québec represented more than $1 billion USD; and

 

            WHEREAS,  Maine and Québec share a border of 292 miles with 7 border crossings; and

 

            WHEREAS,  Québec is Maine’s second largest international trade partner after New Brunswick; and

 

            WHEREAS,  Maine and Québec share priority commercial sectors, including forestry, advanced manufacturing, agriculture, energy and tourism; now, therefore, be it

 

            RESOLVED:  That We, the Members of the One Hundred and Thirty-second Legislature now assembled in the Second Regular Session, pause in our deliberations to recognize the longstanding partnership between the Province of Québec and the State of Maine and extend our best wishes for many more years of mutual prosperity and growth; and be it further

 

            RESOLVED:  that suitable copies of this resolution, duly authenticated by the Secretary of State, be transmitted to the Premier of Québec, François Legault, the National Assembly of Québec and the Québec Government Office in Boston.

            (5-50)  Lonney Steeves, of Winthrop, on his retirement as Executive Director of the Winthrop YMCA after 42 years of service.  Mr. Steeves has been a coach, mentor, leader, supervisor and stalwart fan in the bleachers.  He has coached varsity and junior varsity soccer, basketball and golf.  He has planned, organized and run seasonal sports for the youth of Winthrop and surrounding communities.  He has also planned and executed summer recreation programs for generations of youth spending time around Winthrop for the summer.  Recognizing the need for an afterschool program, he created a place for students at the Winthrop Grade School to go after school and get help with homework, have a healthy snack, have access to positive role models in the form of High School students and adults and play with peers in a fun and supervised program.  He has also served as the Director of the Youth and Government program, teaching civics, decorum, productive debate and the power of friendship.  We extend our congratulations and best wishes;

In Memory of:

 

            (5-52)  Raymond J. Lagueux, of Lewiston.  Mr. Lagueux spent nearly all of his life in Lewiston, a city and community to which he devoted countless hours of support.  He taught French language and literature throughout his life at a variety of institutions, including Framingham State Teachers College, now University of Maine Farmington, where he founded the modern languages department; University of Southern Maine Lewiston-Auburn College; and Lewiston Adult Education.  Before retirement, he worked at O'Brien Consolidated Industries, the family-run business his wife Sue was president of.  He advocated tirelessly for the city of Lewiston, the French-Canadian community and French and francophone culture.  He was an active member and director of the Lewiston Chamber of Commerce and a local coordinator of the Forum Francophone des Affaires.  He served for years on the board of Maine Family Federal Credit Union and devoted over a decade to the Franco Center, where he served as secretary, vice-chair, chair and later interim executive director.  In 2016, he was inducted into the State of Maine's Franco-American Hall of Fame.  A man of strong faith, Mr. Lagueux was an active member of Ste. Famille/Holy Family Parish, where he served as a lector and eucharistic minister for years.  Mr. Lagueux will be long remembered and sadly missed by his family, friends and community;

            (5-53)  June Ruth Leahey, of Lewiston.  Mrs. Leahey operated a nursery school in her home for four years, focusing on interactive, play-based early education.  She became a kindergarten teacher for the Lewiston Public Schools, teaching at both Farwell and Montello Elementary Schools.  She received the Genova Kirk Award for outstanding service to the teaching profession.  In her retirement, she enjoyed working for L.L.Bean's call center in Lewiston for nine holiday seasons.  The Leahey family was active in the St. Patrick's parish where Mrs. Leahey served as a Eucharistic Minister.  She also volunteered in the Lewiston Public Library's "Book It" program and at Central Maine Medical Center.  Mrs. Leahey will be long remembered and sadly missed by her family, friends and community;

            (5-54)  Judith Marlene Reidman, of South Portland.  Mrs. Reidman worked in the Westbrook Recreation Department, overseeing pool and health safety for many years.  She held roles at Unum and Duncanson and Holt, and she spent many years in real estate, continuing well into her retirement.  She was appointed a Dedimus Justice by Governor Angus King, performing marriages, notarizing documents and swearing in new notaries.  She was a proud member of Altrusa, a lifelong member of the Order of the Eastern Star and a member of the Westbrook Women's Club since 1967.  She became a Paul Harris Fellow in Rotary in February 2026, in recognition of her charitable giving.  She served on hospital boards, chaired the board of Family Crisis Services, led the library board, and championed countless community projects.  She chaired the house project through Rotary for the vocational school, an effort ongoing since 1955, and was active with Friends of Casco Bay.  Mrs. Reidman will be long remembered and sadly missed by her family, friends and community;

            (5-55)  Bob Joseph Saulniers, of Jefferson.  Mr. Saulniers began his career in radio working for WSAR out of Fall River, Massachusetts.  He later moved to Vermont, where he worked for Digital Equipment Corporation as an engineer, before moving to Maine, continuing to work for Digital.  When Digital was sold in 1995, he switched career paths and started working at Bath Iron Works.  While there, he enrolled in their apprenticeship program through Maine Maritime Academy and became a registered marine electrician, earning his associate degree in ship production in 2001.  Mr. Saulniers will be long remembered and sadly missed by his family, friends and community;
