JOINT RESOLUTION DESIGNATING MAY 1-7, 2022 AS
TARDIVE DYSKINESIA AWARENESS WEEK
WHEREAS,many people with serious, chronic mental health conditions, such as schizophrenia, bipolar disorder or severe depression, or gastrointestinal disorders, includinggastroparesis, nausea and vomiting, require treatment with medications that work as dopamine receptor blocking agents, or DRBAs, including antipsychotic medications; and
WHEREAS, while ongoing treatment with these medications can be very helpful, and even lifesaving, for many people, it can also lead to tardive dyskinesia;and
WHEREAS, tardive dyskinesia is a movement disorder that is characterized by random, involuntary and uncontrolled movements of different muscles in the face, trunk and extremities;and
WHEREAS, tardive dyskinesia can develop months, years or decades after a person starts taking DRBAs and even after they have discontinued use of those medications. Not everyone who takes a DRBA develops tardive dyskinesia, but if it develops it is often permanent; and
WHEREAS, it is estimated that over 600,000 Americans suffer from tardive dyskinesia, and, according to the National Alliance on Mental Illness, one in every 4 patients receiving long-term treatment with an antipsychotic medication will experience tardive dyskinesia;and
WHEREAS, tardive dyskinesia is often unrecognized and patients suffering from the disorder are commonly misdiagnosed, and regular screening for tardive dyskinesia in patients taking DRBAs is therefore recommended by the American Psychiatric Association;and
WHEREAS, while years of difficult and challenging research have resulted in recent scientific breakthroughs regarding tardive dyskinesia, it is important to continue to raise awareness of tardive dyskinesia in the public and the medical community; now,therefore, be it
RESOLVED: That We, the Members of the One Hundred and Thirtieth Legislature now assembled in the Second Regular Session, on behalf of the people we represent, take this opportunity to designate May 1-7, 2022 as Tardive Dyskinesia Awareness Week and respectfully encourage each individual in the State to become aware of and better informed about tardive dyskinesia.

JOINT RESOLUTION DESIGNATING JUNE 27, 2022 AS POST-TRAUMATIC STRESS INJURY AWARENESS DAY AND JUNE AS POST-TRAUMATIC STRESS INJURY AWARENESS MONTH
WHEREAS,all citizens possess the basic human right to the preservation of personal dignity and deserve the investment of every possible resource to ensure their lasting physical, mental and emotional well-being; and
WHEREAS,post-traumatic stress can result from any number of stressors including combat, interpersonal violence, severe impact collisions, natural disasters and exposure to the suffering of others; and
WHEREAS, the diagnosis known as post-traumatic stress disorder, or PTSD, was initially formulated in 1980 by the American Psychiatric Association to describe and categorize the psychological aftermath of severe traumatic distress; and
WHEREAS,post-traumatic stress has historically been unjustly portrayed as a mental illness caused by a preexisting flaw in character or ability, and the term "disorder" carries a stigma that perpetuates this misconception;and
WHEREAS,it has been shown through electromagnetic imaging that severe post-traumatic stress causes physical changes within the brain that are more accurately described as an injury than as a disorder;and
WHEREAS, referring to post-traumatic stress as a disorder may seem to disparage the injured and may discourage them from seeking timely care for their behavioral health needs; and
WHEREAS,timely and appropriate treatment of post-traumatic stress injury can diminish complications and prevent suicides; and
WHEREAS,post-traumatic stress injury that meets the criteria for a diagnosis of post-traumatic stress disorder in the Diagnostic and Statistical Manual of Mental Disorders deserves disability compensation equal to that allowed for PTSD under the law; and
WHEREAS,while all citizens suffering post-traumatic stress injuries deserve our compassion and consideration, those brave members of the United States Armed Forces who have received these injuries while risking their lives to protect our freedom, health and welfare deserve special recognition for their gallantry, commitment, devotion and sacrifice; now, therefore, be it
RESOLVED: That We, the Members of the One Hundred and Thirtieth Legislature now assembled in the Second Regular Session, on behalf of the people we represent, take this opportunity to designate June 27, 2022 as Post-traumatic Stress Injury Awareness Day and June as Post-traumatic Stress Injury Awareness Month and respectfully urge the Department of Health and Human Services and the Department of Defense, Veterans and Emergency Management to continue working to educate victims of interpersonal violence, combat, life-threatening accidents or natural disasters and their families, as well as the general public, about the causes, symptoms and treatment of post-traumatic stress injury.

(5-5) the Honorable John L. Martin, of Eagle Lake, a member of the Maine House of Representatives representing House District #151, on his 54 years of legislative service to the people of the State. In 1964, Representative Martin began his service with the Maine House of Representatives, where he served until 2000. From 1971 to 1974, he was House Minority Leader, and from 1975 to 1994, he served as Speaker of the House, the longest term of service as Speaker in the State's history. From 2000 to 2008, he served in the Maine Senate, with a term as Assistant Majority Leader. In 2008, Representative Martin returned to the House, where he is currently serving, including serving on the Joint Standing Committee on Appropriations and Financial Affairs, the Joint Standing Committee on Inland Fisheries and Wildlife and the Joint Select Committee on Joint Rules. During much of his legislative career, he also served as an Assistant Professor of Political Science and Governmental Affairs at the University of Maine Fort Kent. (5-7) Kyle Kennison, of Oxford, on his 2022 induction into the Maine Baseball Hall of Fame. Mr. Kennison holds University of Southern Maine baseball program career records for fewest hits allowed per nine innings, 6.12, and most strikeouts per nine innings, 10.54, set while pitching for the team from 1994 to 1996. In 1995, he also played in the New England Collegiate Baseball League for the Worcester Collegians, pitching for a zero earned run average for the season as the closer on the team and earning the 1995 Reliever of the Year and Best Prospect awards. In Memory of:
(5-21) the Honorable John L. Tuttle, of Sanford, a member of the Maine House of Representatives, who represented House District #98. As a youth, Mr. Tuttle was a standout athlete and a lifeguard. In 1980, he founded the Maine State Lifesaving Association and, from 1984 to 1986, served as a national advisor for the United States Lifesaving Association. He was a 10-year veteran of the Maine Army National Guard and a former emergency medical technician for the Sanford Fire Department and for Northeast Mobile Health Services. He was first elected to the Maine House of Representatives in 1978 and then to the Maine State Senate in 1984. He served in the Legislature for nearly 30 years, including 3 terms in the Senate, and had been serving his 12th term as a representative at the time of his death. He chaired several joint standing committees, including Local and County Government, State Government, Marine Resources, Labor and Veterans and Legal Affairs. In 2009, he was named Legislator of the Year by the Maine Disabilities Council. He was also very active in local government, serving for 10 years on Sanford's Board of Selectman, where he was vice-chair for 5 years, and for 7 years as a Sanford city councilor. He was a member of St. Therese of Lisieux Parish, where he served as a parish lector since 1976. He was a member of the Lions Club and the Elks Club and a 4th Degree member of the Knights of Columbus. Mr. Tuttle will be long remembered and sadly missed by his wife of 37 years, Ann, his family and friends and all those whose lives he touched;

(5-22) the Honorable Melvin Newendyke, of Litchfield. Mr. Newendyke worked at Livermore Falls Trust for many years, retiring as Executive Vice President in 1998. After his retirement, he spent his days working on the family farm, haying in the summers, and helping with his son's excavation business. He served in the Maine State Legislature as the State Representative for Litchfield, Monmouth and Wales in the 125th and 126th Legislatures, from 2010 to 2014. He was a longtime member of South Lewiston Baptist Church and more recently attended Litchfield Plains Baptist Church, and he was active in the Rotary Club. Mr. Newendyke will be long remembered and sadly missed by his wife of 58 years, Barbara, his family and friends and all those whose lives he touched;

(5-23) Bob McEvoy, of South Portland. Mr. McEvoy was a veteran of the Air National Guard, serving as a communications specialist in Heidelberg, West Germany during the Berlin Crisis of 1961. He had a five-decade career in public service, first working for the City of Yonkers, New York, later working for Rye, Schenectady County, Rockefeller College and, through his work with USAID, communities in Chile, Romania, Poland, Libya and Kenya. He served as a member of the International City/County Management Association, or ICMA, National Civic League Model City and County Charter Committees, the ICMA Government Affairs and Policy Committee, the ICMA Credentialing Advisory Board, the Government Accounting Standards Board Advisory Council, the New York State City/County Management Association, the National League of Cities and the New York State Judicial Screening Committee. In 2004, the ICMA recognized him with its Distinguished Service Award. Mr. McEvoy will be long remembered and sadly missed by his family and friends and all those whose lives he touched;
