D.__The Director of the Bureau of Elder and Adult Services,
or the director's designee;

 
E.__The Executive Director of Health Insurance, or the
director's designee;

 
F.__Five members appointed by the Governor, as follows:

 
(1)__One person representing a statewide association of
community pharmacies;

 
(2)__Two persons representing manufacturers and
labelers who sponsor patient assistance programs in the
State; and

 
(3)__Two persons experienced in the provision of
prescription drug benefits through insured and self-
insured plans;

 
G.__Five members appointed by the President of the Senate,
as follows:

 
(1)__One person representing a statewide association of
professional nurses;

 
(2)__Two persons representing nonstate public sector
employee health plans; and

 
(3)__Two persons representing consumers of health care
who are enrolled in publicly funded prescription drug
programs; and

 
H.__Five members appointed by the Speaker of the House, as
follows:

 
(1)__One pharmacist licensed to practice in the State;

 
(2)__One person representing a statewide association of
physicians;

 
(3)__One person representing providers of pharmacy
benefit management services; and

 
(4)__Two consumers of health care services through
employment-based health plans.

 
4.__Meetings; assistance.__The council shall meet at least 4
times per year and may meet at other times as necessary.__All
meetings of the council are public proceedings and all records
are public records as defined in Title 1, section 402,
