With the exception of infant adoptions (children under one
year of age) as provided in the preceding section, this provision
is solidly based on the Supreme Court's decision in Lehr v.
Robertson, supra, while affirming the basic principle of Stanley
v. Illinois, supra, and its progeny by requiring notice to the
nonmarital father of an adoption of his child or a termination of
parental rights proceeding against him. This protects those
fathers who may have had some informal or de facto relationship
with the child or mother for some time and prevents unilateral
action to adversely affect that father's rights.

 
Article 2

 
Operation of Registry

 
§1881.__Required form

 
The State Registrar of Vital Statistics shall prepare a form
for registering with the agency. The form must require the
signature of the registrant. The form must state that the form is
signed under penalty of perjury. The form must also state that:

 
1.__Notice.__A timely registration entitles the registrant to
notice of a proceeding for adoption of the child or termination
of the registrant's parental rights;

 
2.__Does not commence proceeding.__A timely registration does
not commence a proceeding to establish paternity;

 
3.__Use of information.__The information disclosed on the form
may be used against the registrant to establish paternity;

 
4.__Services available.__Services to assist in establishing
paternity are available to the registrant through the support
enforcement agency;

 
5.__Register in another state.__The registrant should also
register in another state if conception or birth of the child
occurred in the other state; and

 
6.__Rescind registration.__Procedures exist to rescind the
registration of a claim of paternity.

 
§1882.__Furnishing of information; confidentiality

 
1.__Location and notification of mother.__The State Registrar
of Vital Statistics need not seek to locate the mother of a child
who is the subject of a registration, but the State
