B. A member representing the interests of small businesses; and

C. A member representing Maine Businesses for Social Responsibility or a similar organization; and be it further

Sec. 3. Chairs. Resolved: That the first-named Senate member is the Senate chair of the commission and the first-named House of Representatives member is the House chair of the commission; and be it further

Sec. 4. Appointments; convening of commission. Resolved: That all appointments must be made no later than 30 days following the effective date of this resolve. The appointing authorities shall notify the Executive Director of the Legislative Council once all appointments have been completed. Within 15 days after appointment of all members, the chairs shall call and convene the first meeting of the commission; and be it further

Sec. 5. Duties. Resolved: That the commission shall review strategies and business supports that might be made available as positive incentives to businesses in this State that actively implement traditional, fair and responsible business practices and engage in activities that support the well-being of Maine communities by going beyond the bare minimum of complying with the laws of the State. In conducting its review, the commission shall:

1. Identify state practices and incentives that might be employed to support such businesses in continuing such practices and create long-term positive business practices among businesses, community and the State;

2. Identify measurable business practice indicators that the State can use to determine if a business qualifies for identified preferences or incentives; and

3. Develop a process by which a business that meets certain minimum business practice indicators would receive identified preferences or incentives; and be it further

Sec. 6. Staff assistance. Resolved: That, upon approval of the Legislative Council, the Office of Policy and Legal Analysis shall provide necessary staffing services to the commission; and be it further
