amount must be recovered by assessment.__The assessment must bear
interest at 1% per month from the date of payment until refunded.

 
Any claimant or spouse with an unpaid liability arising from
this section is disqualified from benefits under this chapter.

 
§6236.__Appeals

 
A claimant who is aggrieved by the disapproval of a claim or
by the redetermination of a relief payment amount by the assessor
may, within 30 days after notification of the decision indicating
the reason for the disapproval or the redetermination, appeal
that decision pursuant to section 151 and the Maine
Administrative Procedure Act.__The appeal provided by this
section is the exclusive remedy available to a claimant for
review of a decision of the assessor with respect to the denial
or redetermination of the amount of a property tax relief
payment.

 
§6237. Administration; application form

 
1.__Program responsibility.__The assessor shall administer the
program pursuant to this chapter.

 
2.__Readability.__The application form, instructions and
subsequent claim forms, including the claim form that is part of
the income tax return filed pursuant to Part 8, used by
applicants for assistance under this chapter must have a
readability score, as determined by a recognized instrument for
measuring adult literacy levels, equivalent to no higher than a
6th-grade reading level and must be able to be easily completed
by a person with a 6th-grade education.

 
3.__Outreach plan.__The assessor shall develop and implement a
plan of outreach to ensure that all eligible households are made
aware of assistance available under this chapter.

 
4.__Coordination required.__The assessor shall seek the advice
and cooperation of the Department of Human Services, Bureau of
Elder and Adult Services, Bureau of Family Independence and the
Bureau of Child and Family Services; advocates for elderly and
low-income individuals; and other interested agencies and
organizations in developing the application form and instruction
booklet for property tax relief under this chapter and the
outreach plan required pursuant to subsection 3.

 
5.__Rulemaking.__The assessor shall adopt rules to implement
this chapter.__Rules adopted pursuant to this chapter are routine
technical rules pursuant to Title 5, chapter 375, subchapter 2-A.
