having jurisdiction over human services matters on the impact | of Dirigo Health on the small group and individual health | insurance markets in this State.__The board shall also report | on membership in Dirigo Health, the administrative expenses of | Dirigo Health, the extent of coverage, the effect on premiums, | the number of covered lives, the number of Dirigo Health | Insurance policies issued or renewed and Dirigo Health | Insurance premiums earned and claims incurred by health | insurance carriers offering Dirigo Health Insurance. |

| §6914.__Executive director |

| | The executive director shall: |
|
| | 1.__Serve as liaison.__Serve as the liaison between the board | of directors and Dirigo Health and serve as secretary and | treasurer to the board; |
|
| | 2.__Manage programs and services.__Manage Dirigo Health's | programs and services, including the Maine Quality Forum | established under section 6951; |
|
| | 3.__Employ or contract for personnel or service.__Employ or | contract on behalf of Dirigo Health for professional and | nonprofessional personnel or service; |
|
| | 4.__Approve accounts. Approve all accounts for salaries, per | diems, allowable expenses of Dirigo Health or of any employee or | consultant and expenses incidental to the operation of Dirigo | Health; and |
|
| | 5.__Perform other duties.__Perform other duties prescribed by | the board to carry out the functions of this chapter. |

| §6915.__Status of employees |
|
| | 1.__State civil service exemption.__Employees of Dirigo Health | are unclassified major policy-influencing employees under the | state civil service provisions of Title 5, Part 2 and chapter | 372. |

| | 2.__State retirement and employee health insurance. Employees | of Dirigo Health are deemed state employees for the purposes of | the state retirement provisions of Title 5, Part 20 and the state | employee health insurance program under Title 5, chapter 13, | subchapter 2. |
