| | 3.__Audit.__Dirigo Health must be audited by the State Auditor | at least every 3 years.__A copy of the audit must be provided to | the superintendent and to the joint standing committees of the | Legislature having jurisdiction over health insurance matters and | health and human services matters. |

| | 4.__Rulemaking.__Dirigo Health may adopt, amend and repeal | rules as necessary for the proper administration and enforcement | of this chapter, pursuant to the Maine Administrative Procedure | Act.__Unless otherwise specified, rules adopted pursuant to this | chapter are routine technical rules as defined in Title 5, | chapter 375, subchapter 2-A. |

| | 5.__Technical assistance from state agencies.__Agencies of | State Government shall provide technical assistance and expertise | to Dirigo Health. |

| | 6.__Coordination with federal, state and local health care | systems.__Dirigo Health shall institute a system to coordinate | the activities of Dirigo Health with the health care programs of | the Federal Government and state and municipal governments. |

| | 7.__Advisory committees.__Dirigo Health may appoint advisory | committees to advise and assist Dirigo Health.__Members of an | advisory committee serve without compensation but may be | reimbursed by Dirigo Health for necessary expenses while on | official business of the committee. |

| §6913.__Specific powers and duties of board |

| | 1.__Powers of board.__The board may request and the governor | if requested shall provide staffing assistance for Dirigo Health | in the initial phases its operation. |

| | 2.__Duties of board.__The board of directors shall: |

| A.__Appoint the executive director and fix the executive | director's duties and compensation; |
|
| B.__Provide general oversight and supervision of the | activities of Dirigo Health and its executive director; |
|
| C.__Determine the comprehensive services and benefits to be | included in Dirigo Health Insurance pursuant to Title 22, | section 3174-DD; and |
|
| D.__Beginning September 1, 2004, and annually thereafter, report | to the Governor and the joint standing committee of the | Legislature having jurisdiction over health insurance matters and | the joint standing committee of the Legislature |
