JOINT RESOLUTION RECOGNIZING APRIL 8-12, 2019 AS THE WEEK OF THE YOUNG CHILD
WHEREAS, high-quality early childhood programs provide important benefits to children and families and our state and national economies; and
WHEREAS, participation in these programs saves taxpayer dollars, makes working families more economically secure and prepares children to succeed in school, earn higher wages and live healthier lives; and
WHEREAS, working families need an affordable, mixed-delivery early childhood education system that allows them to choose between many high-quality options when selecting the setting that best meets their needs; and
WHEREAS, young children need skilled, educated, competent, consistent and well-compensated early childhood educators and developmentally appropriate and accessible early care and education settings; and
WHEREAS, high-quality early childhood education depends on high-quality early childhood educators who ensure that children, supported by families, have the early experiences they need for a strong foundation to their lives; and
WHEREAS, early childhood educators need opportunities to acquire critical skills, knowledge and competencies through pathways to credentials and higher education degrees, without incurring college debt, and the ability to earn a worthy wage that is commensurate with the required education and the skills they bring to the complex and valuable work they do; now, therefore, be it
RESOLVED: That We, the Members of the One Hundred and Twenty-ninth Legislature now assembled in the First Regular Session, on behalf of the people we represent, take this opportunity to recognize April 8-12, 2019 as the Week of the Young Child and to recognize that high-quality early childhood education, provided in a mixed-delivery system, is a public good and should be financed as such.

JOINT RESOLUTION RECOGNIZING THE BOY SCOUTS OF AMERICA FOR ITS PUBLIC SERVICE AND ITS CONTRIBUTIONS TO THE LIVES OF THE NATION'S YOUTH
WHEREAS, scouting is the largest voluntary youth movement in the world, with a membership totaling more than 38 million;and
WHEREAS, the Boy Scouts of America is an organization that was incorporated on February 8, 1910 and recognized by federal charter on June 15, 1916 to provide an educational program for boys and young men to build strong moral character, learn the responsibilities of participatory citizenship and develop personal fitness; and
WHEREAS, the Boy Scouts of America teaches the core values of duty to God and country, personal honor, respect for the beliefs of others, volunteerism and interdependence with the environment, values that are conducive to good character, citizenship and health; and
WHEREAS, since 1910, more than 111 million people have been members of the Boy Scouts of America; and
WHEREAS, the Boy Scouts of America has enhanced the lives of millions of children and young persons from every ethnic, religious and economic background, including those with disabilities and special needs, who participate in scouting programs across the United States; and
WHEREAS, each local Boy Scout Council charges each scout with performing 12 hours of community service yearly, for a total of 14 million community service hours worth over $344 million in 2018;and
WHEREAS, more than one million adult volunteer leaders selflessly serve young people in their communities through organizations chartered by the Boy Scouts of America; and
WHEREAS, the Boy Scouts of America has always affirmed faith in God as foundational and essential to its purpose and mission, animated by Lord Baden‑Powell's insight that "God has given us...the great Book of Nature to read"; and
WHEREAS, last year 141 young men earned the Eagle Scout rank in Maine, and since 1916 more than 7,000 young men have earned the Eagle Scout rank in the Pine Tree Council; and
WHEREAS, the Boy Scouts of America enjoys a sustained record of proven success in producing leaders for our nation who are trustworthy, loyal, helpful, friendly, courteous, kind, obedient, cheerful, thrifty, brave, clean and reverent; now, therefore, be it

WHEREAS, for over a century, the Girl Scouts of the United States of America organization has inspired millions of girls to lead with courage, confidence and character; and
WHEREAS, Girl Scouts is the preeminent leadership development organization for girls, offering every girl a chance to practice for a lifetime of leadership, adventure and success; and
WHEREAS, through the Girl Scout Leadership Experience, girls develop skills and learn lessons that will serve them throughout their lives, assisting them to contribute to their communities and make the world a better place; and
WHEREAS, Girl Scouts drive positive change in their communities, contributing tens of thousands of service hours each year and earning Girl Scouts' highest awards, the Bronze, Silver and Gold Awards; and
WHEREAS, since 1916, the Gold Award, Girl Scouts' highest honor, has inspired the best and brightest Girl Scouts to find the greatness inside themselves and share their ideas and passions with their communities through sustainable Take Action Projects;and
WHEREAS, the Girl Scout Leadership Experience helps girls develop a solid foundation in leadership through core programs in science, technology, engineering and math and programs in environmental stewardship, healthy living, financial literacy and global citizenship; and

In Memory of: (5-182) Rebecca Webber, of Turner. Ms. Webber was a prominent employment attorney with and partner at Skelton Taintor and Abbott in Auburn. She had a 30-year career in employment law and civil litigation and was one of the State's most respected attorneys. She also volunteered at the Maine Women's Network in Androscoggin County, the Auburn-Lewiston YMCA, the Androscoggin County Chamber of Commerce, the Maine State and Androscoggin County bar associations, the Maine Trial Lawyers' Association, the National Employment Lawyers Association, the Society of Human Resource Management and Central Maine Human Resources Association, where she recently served 2 years as president. Known for her dedication to athletics, she in recent years organized the Leavitt Father's Day 5K to support student athletes, and she served as coach of the Tripp Middle School cross country team and worked as a booster for both the cross country and Nordic ski teams. Ms. Webber will be long remembered and sadly missed by her family and friends and all those whose lives she touched;

(5-183) Benjamin Campbell, of Millinocket, a detective with the Maine State Police, who died in the line of duty while assisting a stopped motorist on Interstate 95. Detective Campbell served for over 6 years with the department. Originally assigned to Penobscot County, he was promoted to detective in 2017 and joined the department's polygraph unit. Detective Campbell will be long remembered and sadly missed by his family, friends and fellow state troopers and by all those whose lives he touched;

(5-184) the Honorable Leo G. Martin, of Kennebunkport, a veteran of the United States Army who served at the end of World War II and in the Korean War, and a well-known educator. Mr. Martin taught in the Kennebunk School System and became principal of Park Street School. He served as the system's assistant superintendent and then, for 17 years, as superintendent of School Administrative District 71. He became Commissioner of Education during Governor John McKernan's administration. Later, he formed an educational consulting business and worked with the New England Schools and Colleges accrediting international schools. He was a member of the South Congregational Church in Kennebunkport, the Kennebec Rotary Club, Arundel Lodge #76, Ancient Free and Accepted Masons, and was a Past Master in 1961, a longtime member of the Kennebunkport Budget Committee, interim town manager of Kennebunkport and interim superintendent for several school systems throughout the State. He recently served on the Board of Directors for Spurwink in Scarborough, chairing its Human Resources Committee. (5-185) Donald B. Williams, of Augusta. Mr. Williams served as pastor of Fellowship Baptist Church in Augusta for many years. He worked at the District Court in Augusta and later the Kennebec County Sheriff's Office. Before he retired from the sheriff's office, he had risen to the rank of lieutenant. He also served with the Maine State Police, including on the dive and tactical teams, and taught an ethics class at the Maine Criminal Justice Academy. Mr. Williams will be long remembered and sadly missed by his family and friends and all those whose lives he touched;

(5-186) Robert Glidden, of Orrington. In 1943, Mr. Glidden enlisted in the United States Armed Forces, serving in the 738th Anti-Aircraft Battalion attached to the 2nd Marine Division for the invasion of the Mariana Islands during World War II. He started his own business, Glidden Auto Body, after working many years for Bangor Auto Body. He was a 32nd Degree Master Mason, a member of the Anah Shriners, of Bangor, an active member of the Veterans of Foreign Wars, a member of the Orrington Historical Society and a member of the First United Methodist Church. Mr. Glidden will be long remembered and sadly missed by his family and friends;

(5-188) Wendall L. Tremblay, of Orono. Mr. Tremblay enlisted in the United States Army in 1959 and worked as an instructor at the United States Armed Services Information School at Fort Slocum, New York. He later went to work at the Maine Department of Inland Fisheries and Wildlife as an information specialist before leaving the department to devote himself to writing. He wrote many newspaper and magazine articles, wrote an adventure novel, Siberian Rescue, wrote and published the Maine Outdoorsman's Guide and was the creator of The Maine Sportsman magazine. He worked as a national sales manager for the Wiscasset-based Lincoln Canoe Company and later for Old Town Canoe. He headed up his own agency, Atlantic Associates, representing outdoor products, before becoming a management consultant to businesses in the outdoor industry and conducting sales training seminars throughout the country. He held many leadership positions at the Church of Universal Fellowship in Orono and was a supporter and volunteer for the Orono Land Trust and the Orono Bog Boardwalk, devoting hundreds of hours to leading tours of the Orono Bog. Mr. Tremblay will be long remembered and sadly missed by his family and friends;

(5-189) Michael J. Houlihan, of Jay. Mr. Houlihan was a veteran of the United States Army. He worked for Metropolitan Life for two years before becoming town manager of the Town of Bethel, serving from April 1962 to January 1967, when he became town manager for the Town of Freeport, serving until April 1972. He moved to Jay and served as its town manager from May 1972 to October 1986, and he worked for the paper mill there until the strike of 1986. He then worked for the state Department of Human Services before becoming a licensed tax assessor. He was hired as the Town of Jay's tax assessor and retired in 1994. He also worked part-time for some years as a 9-1-1 addressing officer. He was a lifetime member of the Jay Amvets. Mr. Houlihan will be long remembered and sadly missed by his family and friends;

(5-190) Stephen L. Haskell, of Palermo. Mr. Haskell was a woodcutter, farmer and avid draft horse puller.
