(4-1) On motion of Representative TUELL of East Machias, the following Joint Order: (H.P. 1001)
ORDERED, the Senate concurring, that the Office of the Executive Director of the Maine Legislature shall develop a series of recommendations for using social media to expand public access to proceedings of the Senate and House of Representatives and to meetings of committees. The recommendations must include the development of applications to make the proceedings and meetings available on streaming platforms such as Roku and Amazon as well as broadcast and simulcast of proceedings on social media platforms, including, but not limited to, Facebook and X, formerly known as Twitter, while ensuring the security of the broadcast against unauthorized access or control. In developing the recommendations, the office shall explore the reintroduction of broadcast and simulcast of committee YouTube channels that were established during the COVID‑19 pandemic; and be it further
ORDERED, that the Office of the Executive Director shall submit its findings and recommendations, including an estimate of the cost and time needed to implement the recommendations, to the Legislative Council no later than December 15, 2025.

In Memory of: (5-3) Julia "Judy" Kahrl, of Arrowsic, Doctor of Philosophy in Adult Education, philanthropist and founder of Grandmothers for Reproductive Rights. Dr. Kahrl founded Grandmothers for Reproductive Rights in 2013 to help ensure that children and grandchildren have access to accurate and accessible reproductive health. Dr. Kahrl also worked with breastfeeding support agency La Leche League International, with Pathfinder International, the reproductive health charity founded by her father, Clarence Gamble, and with Planned Parenthood. In 2010, the Peruvian government recognized Dr. Kahrl with the Daniel Alcides Carrion Award for her work to reduce maternal mortality. Dr. Kahrl will be long remembered and sadly missed by her family, friends and community;
