JOINT RESOLUTION RECOGNIZING MARCH 2025 AS BLEEDING DISORDERS AWARENESS MONTH
WHEREAS,bleeding disorders, which are distinguished by the inability to form a proper blood clot, are characterized by extended bleeding after injury, surgery, trauma or menstruation and can lead to significant morbidity and can be fatal if not treated effectively; and
WHEREAS, many individuals with hemophilia became infected with HIV and hepatitis C in the 1980s due to the contamination of the blood supply and blood products; and
WHEREAS, Bleeding Disorders Awareness Month will generate greater awareness and understanding of not only hemophilia but all inheritable bleeding disorders, including von Willebrand disease, which alone affects an estimated one percent of the U.S. population, or more than 3.2 million individuals; and
WHEREAS, Bleeding Disorders Awareness Month will foster a greater sense of community and shared purpose among all individuals with inheritable bleeding disorders; and
WHEREAS, Bleeding Disorders Awareness Month will elevate awareness of and engagement in the inheritable bleeding disorders journey for the general public, enabling the prevention of illness, unnecessary procedures and disability; now, therefore, be it
RESOLVED: That We, the Members of the One Hundred and Thirty-second Legislature now assembled in the First Regular Session, on behalf of the people we represent, take this opportunity to recognize March 2025 as Bleeding Disorders Awareness Month.

(1-2) The following Joint Resolution: (S.P. 476)
JOINT RESOLUTION DESIGNATING MAY 4, 2025 TO MAY 10, 2025 AS TARDIVE DYSKINESIA AWARENESS WEEK
WHEREAS,serious mental illnesses like bipolar disorder, major depressive disorder and schizophrenia often require treatment with antipsychotic medications for effective management, and antipsychotic prescribing rates continue to rise; and
WHEREAS, while prolonged antipsychotic use may be essential for the treatment of certain conditions, it is associated with tardive dyskinesia, or “TD,” a condition marked by uncontrollable, abnormal and repetitive movements of the face, torso, limbs or extremities; and
WHEREAS, people at higher risk of TD include those older than 55 years, Black individuals, women, individuals with mood or substance use disorders, intellectual disabilities or central nervous system injuries and those with high cumulative antipsychotic exposure; and
WHEREAS, approximately 60% of the estimated 800,000 adults in the United States living with TD remain undiagnosed, and even mild TD symptoms can be stigmatizing and impair physical, social and emotional well-being, underscoring the urgency of early screening, detection and intervention; and
WHEREAS, the American Psychiatric Association recommends routine TD screening in their clinical guidelines for antipsychotic treatment, and individuals treated with antipsychotics or experiencing abnormal movements should consult their healthcare providers to assess TD risk, receive TD screenings and determine appropriate treatment together; and
WHEREAS, United States Food and Drug Administration-approved treatments for TD can provide options for symptom management and improved quality of life for many individuals living with TD; and
WHEREAS, the Maine Legislature can encourage TD screening education and awareness for health care providers, patients and care partners to help ensure patients prescribed antipsychotics receive care and support that aligns with clinical best practice, including regular TD screenings; now, therefore, be it
RESOLVED: That We, the Members of the One Hundred and Thirty-second Legislature now assembled in the First Regular Session, on behalf of the people we represent, take this opportunity to designate May 4, 2025 to May 10, 2025 as Tardive Dyskinesia Awareness Week; acknowledge the importance of early detection and intervention to improve outcomes for people living with mental health conditions and prescribed antipsychotics; and express our support for efforts to raise awareness about the causes and symptoms of TD and the importance of routine TD screening.

(1-3) The following Joint Resolution: (S.P. 478)
JOINT RESOLUTION HONORING THE ROLE OF IRISH IMMIGRANTS AND IRISH-AMERICANS IN THE AMERICAN WAR OF INDEPENDENCE
WHEREAS, in April 1775 at Lexington and Concord, Massachusetts, the American War of Independence began with “the shot heard round the world,” which continues to echo to this day. That war 250 years ago inspired Ireland and others in many nations to continue to struggle to be free and to choose their own destinies; and
WHEREAS, just a month later in May 1775, Maurice O’Brien of Cork in Ireland and his 5 sons struck the first blow against the British at sea. The O’Briens and a group of local fishermen in Machias Bay, Maine captured the HMS Margaretta in a bold boarding action. When 2 more British warships were sent to reclaim the prize, the O’Briens and their neighbors captured them as well; and
WHEREAS, if the fights at Lexington and Concord were where the American nation was born, it was on June 17, 1775 at the Battle of Bunker Hill that the young American nation came of age; and
WHEREAS, at the heart of this fierce clash were the Fighting Irish and the names of Casey, Collins, Flynn and McGrath were among the names of the fallen. Among the New England militia who rushed to defend Boston Harbor were 176 Irish-born patriots and hundreds more who were children of Irish immigrants, many of whom had arrived as indentured servants; and
WHEREAS, seven Irish officers and dozens of Irish-American officers at Bunker Hill, including Colonel John Stark of New Hampshire, were among the heroes of the day, and among those who paid the ultimate price was Major Andrew McClary, born in County Tyrone, Ireland, who fought valiantly until his tragic death at the very end of the battle. McClary, the highest-ranking American officer killed that day, was the last to leave the battlefield; and
WHEREAS, another figure of Irish descent who played a key role in the revolution was Captain Ebenezer Sullivan. His brothers James and John went on to leave their mark on American history as well: James became governor of Massachusetts and John was a general who forced British troops to evacuate Boston, Massachusetts on St. Patrick’s Day in 1776; and
WHEREAS, in December 1775, John Barry from County Wexford, Ireland, later known as the Father of the American Navy, was given command of the USS Lexington, the first commission issued by the Continental Congress. He would go on to receive Commodore Commission Number One from President George Washington; and
WHEREAS, the Battle of Bunker Hill and the shots fired at Lexington and Concord inspired Ireland to continue its struggle for independence, and its freedom and its peace were secured with the steadfast support of the United States of America; now, therefore, be it
RESOLVED: That We, the Members of the One Hundred Thirty-second Legislature now assembled in the First Regular Session, pause in our deliberations to honor the role of Irish immigrants and Irish-Americans in the American War of Independence.

In Memory of: (5-23) Michael Tingley Richman, of Great Cranberry Island. A specialist in late nineteenth and early twentieth century public sculpture and monuments, Dr. Richman was one of the world's leading experts on the life and works of Daniel Chester French, sculptor of some of America's most iconic monuments, including the Lincoln Memorial and the Minuteman Statue. He curated a retrospective of French's sculpture, "Daniel Chester French: An American Sculptor," which opened at the Metropolitan Museum of Art in 1976 and traveled across the country. During his 40-plus year career, Dr. Richman taught and lectured at American University, George Washington University and George Mason University;worked at the National Trust for Historic Preservation; and served as a historical consultant for the Korean War and World War II Memorials on the National Mall and for the Dwight David Eisenhower Memorial Commission. He edited the French Papers, a project completed by Dan Preston, and conducted an inventory of public sculpture in Washington, D.C. on behalf of the National Park Service. Dr. Richman will be long remembered and sadly missed by his family, friends and community;

(5-24) Ernol Ray Huntley, of Ellsworth. Mr. Huntley was a veteran of the United States Navy, having served during the Vietnam War. He worked as a vice president in banking for 33 years. He served his community as director of School Administrative District 37 and a member and past president of the Ellsworth Chamber of Commerce. He was the director of Washington Hancock Community Agency and a member and past president of the Ellsworth Rotary and the Elks Club. He was an Elder at Ellsworth Community of Christ. Mr. Huntley will be long remembered and sadly missed by his family, friends and community;

(5-25) Alice "Betty" Russell Higgins, of Ellsworth. Ms. Higgins had been a research assistant in biochemistry at Jackson Laboratory, co-owner of TopSpot DriveIn, special education teacher in Ellsworth schools and tourism organizer at Ellsworth Chamber of Commerce. She also volunteered at the Beth C. Wright Cancer Resource Center. Ms. Higgins will be long remembered and sadly missed by her family, friends and community;

(5-26) Thomas Moser, of Harpswell. Mr. Moser founded Thos. Moser Cabinetmakers company in 1972 out of a garage in New Gloucester. Today, Thos. Moser employs more than 60 craftspeople in its Auburn workshop and headquarters. Its work, which has included a lectern desk for former President Bill Clinton and ceremonial seating for Pope Benedict XVI's 2008 White House visit, fills showrooms as near as Freeport and as far as San Francisco. Before coming to Maine, Mr. Moser worked as a military policeman in Greenland and tuned organs and repaired antiques to support his young family. The Mosers settled in Maine in 1966, at which time he joined Bates College as a professor, preached at a local church and coached speech and debate. He and his wife Mary founded the furniture company together. As American furniture manufacturing was increasingly outsourced overseas, Mr. Moser remained committed to keeping his production in Maine and supporting the local economy. He helped shape the taste of American craftsman and consumers. When he was first getting started in the 1970s, cherry wood was thought to be cheap, but making it his signature wood he helped bring its rich color and durability into the spotlight. It eventually surpassed white oak as the number one furniture wood in the United States. Mr. Moser will be long remembered and sadly missed by his family, friends and community;

(5-27) the Honorable Linda Rogers McKee, of Wayne. In 1972, Mrs. McKee settled in Wayne on a 102-acre homestead she and her husband Robert named "Plumgood Farm." Passionate about organic gardening, she was one of the first members of the Maine Organic Farmers and Gardeners Association. She also served on her local and regional school boards and restored the historic schoolhouse in North Wayne, where she ran living history days. In 1980, she returned to her earlier career in teaching, first in Gardiner and finally at Winthrop High School. Mrs. McKee ran for the Maine Legislature in 1997 and won, going on to serve four terms representing Wayne, Winthrop and Fayette. She served as co-chair of the agriculture committee and was a prime sponsor of a "first in the country, first in the world," cross contamination bill, which aimed to hold corporations accountable for cross contamination of non-genetically engineered crops. She also introduced legislation that created a new citizens' center at the State House, a resource for empowering citizens with tools to lobby effectively and stand on a level playing field with paid industry lobbyists. A pianist and organist, she filled her home, church and community centers with music. Mrs. McKee will be long remembered and sadly missed by her family, friends and community;

She was actively involved in her faith community, serving as a Eucharistic minister and always lending a helping hand.
