JOINT RESOLUTION RECOGNIZING NATIVE AMERICAN VETERANS DAY
WHEREAS,Native Americans have made significant contributions to numerous military conflicts since the American Revolutionary War;and
WHEREAS, Native Americans have served in the various branches of the United States Armed Forces with honor and bravery; and
WHEREAS, an estimated 12,000 Native Americans in the United States served to supportthe efforts of World War I, during World War II about 150,000 Native Americans participated in either military service or supported the war effort though agricultural or industrial jobs and during the Vietnam War approximately 42,000 Native Americans were engaged in militaryservice with the United States Armed Forces; and
WHEREAS, according to the United States Veterans Administration report on American Indian and Alaska Native Veterans in 2020, 580 American Indian and Alaska Native Veterans reside in Maine;and
WHEREAS, in 2009, the Honorable Donald Soctomah, Representative to the Maine Legislature from the Passamaquoddy Tribe, sponsored legislation to create Native American Veterans Day, which was signed into law by Governor John E. Baldacci; and
WHEREAS, Maine law now recognizes June 21st as Native American Veterans Day to commemorate the actions of Native Americans from Maine that contributed to the efforts of many American conflicts and to remember those who served and risked their lives for American freedom;and
WHEREAS, on this day and every day, the people of the State are encouraged to make an effort to celebrate and honor American Native American Veterans past and present from the Penobscot Nation, the Passamaquoddy Tribe, the Houlton Band of Maliseet Indians and the Mi’kmaq Nation;now, therefore, be it
RESOLVED: That We, the Members of the One Hundred and Thirty-first Legislature now assembled in the First Special Session, on behalf of the people we represent, take this opportunity to recognize June 21, 2023 as Native American Veterans Day and to thank ourMaine Native American Veterans for their service to this country.

(5-10) Glenn Dochtermann, of Alfred, who has been named the Hunter Safety Instructor of the Year by the Department of Inland Fisheries and Wildlife. Mr. Dochtermann has been an instructor in the Hunter, Bowhunter, Crossbow and Trapper Education programs since 1997. He has helped make significant strides in moving the hunter safety program forward in Southern Maine, particularly during the COVID-19 Pandemic. Under his leadership, he was able to keep a proficient team of 5 active instructors hosting and teaching 3 Hunter Safety Firearms classes and 2 Bowhunting classes certifying many new hunters. He has helped the Department of Inland Fisheries and Wildlife secure locations for trainings and has spent countless hours assisting youth groups and recruiting new instructors. With over 50 years of teaching hunting safety courses and more than 4,000 students, Mr. Dochtermann continues to be an asset for the programs in southern Maine. We extend our congratulations and best wishes;

Still serving his community today on the fire department and working for the Public Works Department at 81 years of age, he is also in his 47th year on the Board of Selectmen. (5-14) Anthony R. Siderio, Sr., of Wales, on his retirement from the Wales Municipal Volunteer Fire Department after 40 years of service. Mr. Siderio began his service in 1983 at 14 years of age and has held every rank up to and including that of chief, a rank he held for 14 years. We extend our congratulations and best wishes;

In Memory of: (5-15) Edward J. Roach, Jr., of Dixfield. Mr. Roach, a veteran of the United States Army Air Corps, was awarded the World War II Victory Medal and the Army of Occupation Medal. Following his military service, he worked at Oxford Paper Company, where he was a Licensed Boiler Operator and Steam Engineer and, in his later years with the company, a foreman in the 'C' recovery area. He was a longtime member of the School Administrative District 21 board. He served as a Dixfield Selectman from May 1988 to June 1997 and, beginning in 1998, represented Dixfield on the Med-Care Board of Directors. He served his church as a council member and was a member of the Knights of Columbus. He sang in the choir of St. Joseph's Mission in Dixfield and in Rumford Association for the Advancement of the Performing Arts Christmas shows. A charter member of the local Lions Club, he was awarded the Lions Club Golden Cane for exemplary service and dedication in 2016. He was a member of the Rumford Falls Aerie 1248 Fraternal Order of Eagles and had life memberships in LeParesseux Snowshoe Club, the VFW, the American Legion and the 40 and 8. He served as Commander of VFW Post 1641. During his more than 60 years in the American Legion, he held many offices at the local, district and state levels, including State Commander, and also served on several national-level committees. He served on the Special Olympics Board of Directors and volunteered at numerous Winter Games. Mr. Roach will be long remembered and sadly missed by his family and friends and all those whose lives he touched;

(5-16) the Honorable Pamela Hatch, of Skowhegan. Ms. Hatch served 4 terms in the Maine House of Representatives, from 1992 to 2000, and a term in the Maine Senate, from 2002 to 2004. During her legislative service, she served on the aging, retirement and veterans committee, on the leaves of absence committee, on the criminal justice and public safety committee, on the joint select committee on joint rules and as chair of the labor and transportation committees. Ms. Hatch will be long remembered and sadly missed by her family and friends and all those whose lives she touched;

(5-17) Anna Culter, of Dixmont. Mrs. Culter taught for years in Saco schools and later at Loranger Middle School in Old Orchard Beach, where she was recognized for her exceptional compassion and resilience as a Life Skills teacher. (5-18) Guy Perron, of Bangor. Mr. Perron was raised in Laval, Quebec, where he developed a love of all sports, especially hockey, baseball and tennis. In 1983 at 17 years of age, he left home to play for the Cegep league team in St.-Jerome, Les Cheminots. In 1986, he was recruited to play at the University of Maine, where he ranks 18th on the career scoring list and was a 2-year captain. Between 1986 and 1990, he amassed 62 goals and 84 assists to help the Black Bears make 4 NCAA Tournament appearances. In 1989, he was presented Maine's Most Popular Player award. After his time as a student-athlete, he traveled to Stockholm, Sweden, where he played one year for the Vasby IKHockey Club. Returning to Maine, he became a graduate assistant hockey coach at UMaine. In 1992, he became head coach of the Bangor High School hockey team, and he was named Coach of the Year in 1993. In 1995, he became the assistant coach for the men's hockey team at Dartmouth College. In 1997, he moved to Chicago, Illinois, where he took on the role of general manager and head coach of the Chicago Freeze Junior A hockey team. Returning to Maine in 2003, he coached the UMaine women's hockey team for 2 years. Between 2008 and 2014, he served as a scout for the National Hockey League's Colorado Avalanche. In 2014, he became an employee of W.S. Emerson. Always involved in community activities and volunteer opportunities, he coached his sons on numerous Maine Junior Black Bear teams and volunteered for Bangor West Little League for over a decade. Mr. Perron will be long remembered and sadly missed by his wife of nearly 30 years, Renee, his family and friends and all those whose lives he touched;

(5-19) the Honorable Herbert E. Clark, of Millinocket. Mr. Clark was a military veteran who served in Vietnam. He worked nearly 42 years at Great Northern Paper and served 12 terms in the Maine House of Representatives, serving from the 110th Legislature to the 117th Legislature, 1981 to 1996, and from the 122nd Legislature to the 125th Legislature, 2005 to 2012. He was a past chair and board member of Katahdin Federal Credit Union board of directors and a past chair and member of the Millinocket Town Council. He was a past Grand Knight and a 4th Degree Knight of Columbus with Council #680. He was a board member of Maine Avenue Manor and a past board member of Millinocket Regional Hospital. He was a member of the Cancer Support Group, American Legion Post #80, the Veterans of Foreign Wars, Disabled American Veterans and Benevolent and Protective Order of Elks Lodge #1514. Mr. Clark will be long remembered and sadly missed by his family and friends and all those whose lives he touched;
