JOINT RESOLUTION COMMEMORATING APRIL 2023 AS THE 29TH ANNIVERSARY OF THE GENOCIDE AGAINST THE TUTSI IN RWANDA
WHEREAS, genocide is a human tragedy inspired by the most repugnant elements of hatred, intolerance and inhumanity; and
WHEREAS, the genocide against the Tutsi in Rwanda has been internationally recognized as the massacre of nearly 1,000,000 Tutsi and moderate Hutu in Rwanda;and
WHEREAS, as a result of that genocide, millions of men, women and children were murdered or experienced forced migration; and
WHEREAS, since 1994, the world has commemorated the genocide against the Tutsi in April to honor the memory of the men, women and children who died and to express solidarity with the survivors;and
WHEREAS, the genocide against the Tutsi has left a solemn reminder that we must work together to protect the vulnerable, uphold human rights and prevent genocide;and
WHEREAS, by recognizing, remembering and educating ourselves in all cases of past andongoing genocide, we help protect historic memory, ensure that similar atrocities do not occur and remain vigilant against hatred, persecution and tyranny; and
WHEREAS, recognizing April as Genocide Awareness and Prevention Month preserves the memory of its victims, honors survivors, assists the struggle against future genocides and fosters a peaceful coexistence between diverse communities; now, therefore, be it
RESOLVED: That We, the Members of the One Hundred and Thirty-first Legislature now assembled in the First Special Session, on behalf of the people we represent, take this opportunity to recognize April 2023 as the 29th Anniversary of the genocide against the Tutsi in Rwanda and as Genocide Awareness and Prevention Month, and we invite the citizens of the State to join in activities commemorating this solemn observance and to recognize how much more we must do in the struggle against this evil crime against humanity.

WHEREAS, after World War I, Decoration Day was expanded to honor service members killed in all of our Nation’s wars; and
WHEREAS, after World War II, Decoration Day became known as Memorial Day, and in 1971 Congress established Memorial Day as a federal holiday to be observed on the last Monday in May; and
WHEREAS, as we observe Memorial Day, it is important to reflect upon the contributions and sacrifices the men and women of our armed forces have made in upholding the principles of democracy and liberty while in service to our Nation; and

(5-12) Eric Dibner, of Casco, on his retirement from the Department of Labor after 21 years of devoted state service working to bring about full access to employment, independence and community integration for people with disabilities. Mr. Dibner most recently served as the ADA Coordinator at the department's Division of Vocational Rehabilitation. On the Adaptive Equipment Loan Program Board, he oversaw and improved the provision of adaptive equipment to Mainers with disabilities. In the 1980s, he helped shape modern law on disability rights in Maine as an expert witness in seminal court cases well before the passage of the Americans with Disabilities Act. Founded in 1973 as Acadia Repertory Theatre, Penobscot Theatre Company was incorporated as a 501(c)(3) organization in 1983 and is the only year-round, professional regional theatre in Northern Maine. In 1997 the company acquired the Bangor Opera House, which now serves as its base of operations. Over the last 50 years, more than 500 shows have been produced, providing engaging and thought-provoking theatre to the heart of Maine and beyond. We extend our congratulations and best wishes;

In Memory of: (5-22) Barry DeLong, of Madison. Mr. DeLong worked as a mechanic for two years before joining the Maine State Police in 1973, where he started as a dispatcher, progressing to serve as a patrol trooper, then as a senior detective. He was a devoted child abuse investigator and holds the record in New England for the most child abuse convictions. He retired from the Maine State Police in 1993 and ran for Somerset County Sheriff in 1994. He won the election and went on to serve for 5 terms, the longest tenure of any sheriff in county history. As sheriff, he oversaw many changes and advancements at the department, including the 2008 construction of the correctional facility, before retiring in 2014. He belonged to many organizations, including the Somerset Republican Party, National Police Association, National Sheriff's Association, Maine State Retired Police and Eagles Club. He also served as President of Bingham Lions Club and as Commander of the Sons of American Legion #99, and he taught Webelos in Bingham, put together a youth softball team, helped to organize several parades and volunteered at several functions for his community. Mr. DeLong will be long remembered and sadly missed by his family and friends and all those whose lives he touched;

(5-23) Charles Donald Dorchester, of Kenduskeag. A veteran of the United States Army Security Agency, the Reverend Charles Donald Dorchester completed his master's degree in Divinity at Yale Divinity School and served as a student pastor in Connecticut at the Old Mystic and Noank United Methodist Churches. After his ordination, he served the West Granby and Copper Hill United Methodist Churches in Connecticut. He then relocated the family to Downeast Maine, where for the next 10 years he simultaneously served the Jacksonville, Cutler and West Lubec United Methodist Churches. During the summers, he also ran the Jacksonville Camp Meeting Association and the summer youth camp. Later, he served United Methodist parishes in Scarborough, Dover-Foxcroft, Atkinson and Belfast. A bird-watcher, he ran tours to Machias Seal Island for the Maine Audubon Society. Until recently, he was involved in annual bird counts and breeding bird censuses, helping keep track of indigenous bird populations. The Reverend Charles Donald Dorchester will be long remembered and sadly missed by his family and friends and all those whose lives he touched;

(5-24) Rob McCall, of Brooklin. Mr. McCall was a fiddler, naturalist, author and longtime First Congregational Church of Blue Hill pastor, serving from 1986 to 2014. He had a show on radio station WERU, "Awanadjo Almanack," for three decades. Selections of his show were published by the Penobscot Bay Press for over twenty years. His first book, "Small, Misty Mountain: The Awanadjo Almanack," was published in 2006 by Pushcart Press. He also published "Great Speckled Bird: Confessions of a Village Preacher" in 2012 and, most recently, "Some Glad Morning, Holding Hope in Apocalyptic Times" in 2020. Mr. McCall will be long remembered and sadly missed by his family and friends and all those whose lives he touched;
