JOINT RESOLUTION RECOGNIZING APRIL 3, 2023 TO APRIL 9, 2023 AS NATIONAL PUBLIC HEALTH WEEK
WHEREAS,approximately 29 million people still lack health insurance in the United States, and the uninsured are less likely to receive preventive care and less likely to seek careas quickly when they are sick, resulting in higher costs when they do seek treatment; and
WHEREAS, in 2014, health care spending represented 17.5% of the nation’s gross domestic product, and it is expected to reach 20.1% by 2025; and
WHEREAS, rising health care costs contribute to the nation’s federal deficit and reducethe ability to spend in other important areas including education, housing and economic development;and
WHEREAS, the United States spends far more on medical care than any other industrialized nation, but is ranked 26 out of 43 in terms of life expectancy, and the overall United States death rate has increased, leading to a drop in overall life expectancy for the first time since 1993, particularly among people younger than 65;and
WHEREAS, only 3% of the nation’s health care spending is focused on prevention and public health, when chronic conditions, which are the most common, costly and preventable of all health problems, account for 86% of the nation’s health care costs;and
WHEREAS, in the United States, 7 in 10 deaths are related to chronic diseases such as obesity, diabetes, high blood pressure, heart disease and cancer, which are largely preventable, and 90% of health care dollars are spent treating such diseases, with only 3 cents of each health care dollar spent in the United States going toward prevention;and
WHEREAS, health inequities related to income and access to coverage exist across demographic lines, but African Americans of all ages are more than twice as likely to die from diabetes than white persons, and Hispanic high school students are 80% more likely to have attempted suicide than non-Hispanic white high school students; and
WHEREAS, March 23, 2023 marked the 13th anniversary of the federal Patient Protection and Affordable Care Act, and during open enrollment for 2023, nearly 16,400,000 consumers selected or were automatically re-enrolled in health insurance coverage; now,therefore, be it
RESOLVED: That We, the Members of the One Hundred and Thirty-first Legislature now assembled in the First Special Session, on behalf of the people we represent, take this opportunity to recognize April 3, 2023 to April 9, 2023 as National Public Health Week, and to express our support for expanding health care coverage and lowering health care costs for Maine families.

JOINT RESOLUTION RECOGNIZING APRIL 2023 AS SEXUAL ASSAULT AWARENESS MONTH
WHEREAS,sexual assault affects all communities in Maine and people of all races, genders and economic backgrounds, and over 14,000 people in Maine are sexually assaulted each year and one in 5 Maine citizens will experience sexual violence in their lifetimes; and
WHEREAS, the effects of sexual violence have wide-ranging public health ramifications and societal costs, and survivors and their loved ones can experience consequences including mental health crises, substance use disorder, homelessness, lost wages and health care costs, among others; and
WHEREAS, sexual violence affects certain groups more often, and that disproportionate impact is related to historical experiences of marginalization and oppression, providing the evidence that sexual assault is a tool of control and power;and
WHEREAS, systems of support for survivors of sexual assault often have inadequate resources, do not provide adequate options for justice and healing and retraumatize survivors; and
WHEREAS, widespread stigma and misconceptions around sexual violence result in low rates of reporting of crimes, increased isolation and shame for victims and the continuation of cultures of violence;and
WHEREAS, raising awareness in our communities about the causes of and solutions to sexual violence can lead to long-term positive cultural and systemic changes, and building a future free from sexual violence requires us to commit to making those changes; now, therefore, be it
RESOLVED: That We, the Members of the One Hundred and Thirty-first Legislature now assembled in the First Special Session, on behalf of the people we represent, take this opportunity to recognize April 2023 as Sexual Assault Awareness Month and to express oursupport for and encouragement of all those affected by sexual violence; and be it further
RESOLVED: That suitable copies of this resolution, duly authenticated by the Secretary of State, be transmitted to the Maine Coalition Against Sexual Assault as a token of our respect and support.

(5-3) Don Voisine, of Fort Kent, on his receiving an Honorary Degree from the University of Maine at Fort Kent. Mr. Voisine, who was born in Fort Kent in 1952, attended the Portland School of Art and the Concept School for Visual Studies in Portland. He received an honorary Bachelor of Fine Arts degree from the Maine College of Art in 2000. Mr. Voisine's work was the subject of a 15-year survey at the Center for Maine Contemporary Art in Rockland in the fall of 2016, and in the past year his work has been featured in group exhibitions in Berlin, Brooklyn, Cologne, Denver, Lyon and Monaco. He recently had solo exhibitions with Robischon Gallery in Denver, Colorado and Pamela Salisbury Gallery in Hudson, New York and is currently preparing for a solo exhibition at McKenzie Fine Art in New York, New York. He has long been an advocate and representative of the arts in Maine and around the world. We extend our congratulations and best wishes;

In Memory of: (5-22) Andrew P. Scontras, of Saco. Mr. Scontras was a veteran of the United States Air Force, serving in Europe after World War II and in the Korean War, air-dropping supplies to troops on the ground. After the war, he owned and operated Andy's Diner before going into real estate sales at the N.P. Scontras Agency and also serving as the City of Saco's building auditor. In 1971, he and his wife, Mary, formed the AnSco Real Estate and Appraisal Company. He served as President of the York County Board of Realtors and in 1974 was Realtor of the Year. He was President of the Maine Chapter of the Society of Real Estate Appraisers and one of the first members with Senior Residential Appraiser credentials in the State. He was appointed by Governor John McKernan to a committee to establish licensing laws for appraisers in the State. He also served as Cubmaster of the local Cub Scout pack and as President of Saco Little League and was a member of both the Elks Lodge and the local Chamber of Commerce. He was inducted into the University of New England Sports Hall of Fame for embodying the spirit of the university as a supporter of the university's athletic programs. He was an involved member of St. Demetrios Greek Orthodox Church in Saco. Mr. Scontras will be long remembered and sadly missed by his family and friends and all those whose lives he touched;

(5-23) Joyce Nadine Gerrish, of Lebanon. Mrs. Gerrish and her husband Theodore operated an exotic bird farm for a number of years. A bird watcher, she conducted bird counts for the National Audubon Society. For many years, she was a member of the Little River Baptist Church, and she served on the Ladies Auxiliary for the Lebanon Fire Department from 1947 to 1989. Mrs. Gerrish will be long remembered and sadly missed by her family and friends and all those whose lives she touched;

(5-24) Polly Anne Simonds Mapes, of Springvale. Mrs. Mapes worked for Mildred Albert, "Boston's First Lady of Fashion," in department store fashion shows and was a Hart Agency model, modeling in Boston and New York City on the runway and in print and catalogues. She later worked as a homemaker and family fashion designer, performed in the Sanford-Springvale Community Theater and was a member of the Goodall Hospital Women's Auxiliary and the Sanford Beta Sigma Phi Sorority. In 1962, representing Maine, she was the runner-up in the National Beta Sigma Phi Valentine Queen Pageant. She found her way back into fashion working as a fashion show model and commentator, later performing in television commercials and newspaper advertising. She served on the boards of the American Red Cross of York County and the Mousam Lake Region Association. Mrs. Mapes will be long remembered and sadly missed by her family and friends and all those whose lives she touched;

(5-25) Timothy Michael Anderson, of Sanford. Mr. Anderson was a veteran of the United States National Guard. He worked as a storekeeper for Pratt and Whitney. Passionate about sports, he coached many young athletes. Mr. Anderson will be long remembered and sadly missed by his family and friends and all those whose lives he touched;
