JOINT RESOLUTION RECOGNIZING FEBRUARY 2023 AS TURNER SYNDROME AWARENESS MONTH
WHEREAS,Turner syndrome is a chromosomal disorder that involves the lack of all or part of a second X chromosome and that affects one in 2,500 live female births and is characterized by a cluster of symptoms ranging from mild to life-threatening; and
WHEREAS, the cause of Turner syndrome is not presently known but appears to be the result of random error during the formation of either the sperm or the egg;and
WHEREAS, Turner syndrome can be diagnosed early during pregnancy through prenatal testing methods such as amniocentesis; and
WHEREAS, early diagnosis facilitates prevention or remediation of growth failure,hearing problems and learning difficulties; and
WHEREAS, there is presently no cure for Turner syndrome but there are treatment optionsand support groups available that can help a woman with Turner syndrome to live a happy and healthy life;and
WHEREAS, women with Turner syndrome have a high risk of aortic dissection; and
WHEREAS, Turner syndrome carries an increased risk of nonverbal learning disorders and these impairments can cause problems with math, visual-spatial skills, executive function skills and job retention; and
WHEREAS, a disproportionately small amount of funding is available for Turner syndrome research and support; and
WHEREAS, increased awareness of Turner syndrome among health care professionals and the public will help to encourage affected girls and women to seek treatment and utilize support groups, to promote early diagnosis and to raise support for organizations that are dedicated to improving the lives of people with Turner syndrome; and
WHEREAS, the establishment of Turner Syndrome Awareness Month will provide the opportunity to share experiences and information with the public and the media and raise public awareness about Turner syndrome; now, therefore, be it
RESOLVED: That We, the Members of the One Hundred and Thirty-first Legislature now assembled in the First Regular Session, on behalf of the people we represent, take this opportunity to recognize February 2023 as Turner Syndrome Awareness Month.

In Memory of: (5-26) Paul "Pony" Colwell, of Newfield. Mr. Colwell started as a junior firefighter for the Newfield Fire Department at 14 years of age. He went on to serve with Newfield Fire and Rescue for over 38 years, serving in every position and committee in the department, including with the All Addressing Committee from 1996 to 1999, as Civil Defense Coordinator in 1990 and from 1996 to 2006 and as Fire Chief from 1993 to 2003. He was appointed to the position of Fire Chief at 23 years of age, making him the youngest chief in the State. He started on the Finance Committee in 2010 and served as Secretary for Rescue beginning in 2021. He was the driver and operator for Fire and Rescue and served as a York County dispatcher. He also was an active member of the 107 Day Spring Masonic Lodge for 29 years, and he worked for Moulton Lumber for over 18 years. Mr. Colwell will be long remembered and sadly missed by his family and friends and all those whose lives he touched;

A faithful servant to St. Georges Episcopal Church, Mr. Jagger was involved with weekly mass throughout his life, serving the church as a deacon and sitting on many boards and committees. Also very involved in the civic life of his community, he had lifelong commitment to the Masons, first joining the local DeMolay chapter. More recently, he was a member Preble Lodge #143, Ancient Free and Accepted Masons. He was a member of the Sanford-Springvale Rotary Club since 1975. Recognized multiple times as a Paul Harris Fellow, he served on the club's board of directors and contributed in other roles, including those of president and club secretary. He was a founding member of the club's Scholarship Fund, providing funds to further the education of Massabessic and Sanford High school students, and he helped to form the Christmas Angel program, supporting families and the elderly in need at Christmas time. He also cooked and provided other help at the Acton Fair and created floats for annual 4th of July parades. Mr. Jagger will be long remembered and sadly missed by his wife of 65 years, Judith, his family and friends and all those whose lives he touched;

(5-28) Therese Delage, of Saco. Mrs. Delage worked as the office manager and bookkeeper of her family's business, Delage's Garage and Body Shop Sunoco Station, which she and her husband, Raymond, built from the ground up. She was a lifelong member of Good Shepherd Parish, singing in the choirs of both Notre Dame de Lourdes and Most Holy Trinity Catholic Churches. She was also a member of St. Anne's Sodality. Mrs. Delage will be long remembered and sadly missed by her family and friends and all those whose lives she touched;

(5-29) Kenneth Paradis, of Old Orchard Beach. Mr. Paradis was a veteran of the United States Army, serving in the Korean War. For over forty years, he worked for H.P. Hood. He was a 4th Degree Member of the Old Town Knights of Columbus, as well as a member of the Elks Lodge and Veterans of Foreign Wars. Mr. Paradis will be long remembered and sadly missed by his family and friends and all those whose lives he touched;

(5-30) Jacqueline M. Labbe, of Minot. Mrs. Labbe worked at the family store, L and C Cash Market, in Lewiston and later at Blackie's Farm Fresh Produce in Auburn. She also worked at Bath Iron Works for about 20 years. After retiring, she sold corn and pumpkins on the front lawn at The Farm in Minot. For many years, she attended Sacred Heart Church. Mrs. Labbe will be long remembered and sadly missed by her family and friends and all those whose lives she touched;

(5-31) Robert Leigh Turner, of Windham. Mr. Turner had a successful career in sales and as a business owner. Throughout his life, he was committed to community service and involvement, often taking on leadership roles. He served as president of his Bonny Eagle High School senior class. When his children were young and his family was living in Brewer, he was a coach and board member of the Police Athletic League and a member and president of the Brewer Kiwanis Club. In 2001, he joined the Anah Shrine in Bangor, where he held many roles and was honored as the illustrious Sir Potentate in 2016. He was also a member of the Royal Order of Jesters, Court 150. For 11 years, he served on the Board of Governors at the Boston Shriners Hospital for Children and 2 of those years as Chairman of the Board. He was a member of Windham Hill United Church of Christ, where he was an active member, Chairman of Trustees and Co-Chair for the Festival of Trees. Mr. Turner will be long remembered and sadly missed by his family and friends and all those whose lives he touched;
