JOINT RESOLUTION RECOGNIZING FEBRUARY 2023 AS 211 MONTH
WHEREAS,211 Maine is a Maine-based health and human services and emergency preparedness and response helpline that provides Maine people free and confidential referralsto needed resources; and
WHEREAS, 211 Maine provides around-the-clock service statewide, offering efficient and effective responses from people employed in Maine to questions arising from the growing complexities in health, financial and human services and the needs of Maine people;and
WHEREAS, since 2006, 211 Maine call specialists have assisted with requests for information regarding topics ranging from substance use and recovery services to housing support and food resources, in 2022 fielding over 85,000 calls, text messages and e‑mails from people looking for help;and
WHEREAS, 211 Maine has supported the Maine Center for Disease Control and Prevention and the people of Maine by fielding general questions about COVID-19 since the beginning of the COVID-19 pandemic, including questions regarding how people can best protect themselves, the common symptoms of COVID-19, travel advisories and the latest information on testing, and in this support role has fielded over 97,000 contacts;and
WHEREAS, during this past year, 211 Maine directed over 20,000 Maine people to heating and electric utility assistance services, which may have prevented their contacting the wrong agency for heating assistance, prevented utility shut-offs and saved people fromspending winter nights without fuel; and
WHEREAS, 211 Maine handles a number of specialized services and partnerships, including the opiate helpline and the gambling helpline and serving as the centralized access point for the Help Me Grow Maine program, helping families with children from birth to 8 years of age get connected to needed services, and is also a resource for finding information about needs such as tax preparation, mental health services and browntail moth caterpillar prevention, mitigation and treatment; and
WHEREAS, 211 Maine provides a powerful example of how the government and nonprofit and private sectors can work together to improve the quality of life of the people of Maine; now,therefore, be it
RESOLVED: That We, the Members of the One Hundred and Thirty-first Legislature now assembled in the First Regular Session, on behalf of the people we represent, take this opportunity to recognize February 2023 as 211 Month.

In Memory of: (5-39) Eugene E. Richardson, Jr., of Turner. Mr. Richardson was the owner and operator of Richardson Trucking in Turner and previously owned Richardson Enterprises. He was a member of the Nezinscot Lodge #101, Ancient Free and Accepted Masons. Mr. Richardson will be long remembered and sadly missed by his wife of nearly 62 years, Edna, his family and friends and all those whose lives he touched;

(5-40) Leonard Johnson, of Saco. Mr. Johnson was a veteran of the United States Air Force, serving for over 20 years and retiring in 1968 as a master sergeant. He served in Korea from 1951 to 1952, Hawaii from 1958 to 1961 and Venezuela from 1964 to 1967, working in administration, finance and accounting. After his military service, he started Lenco, Inc., selling and servicing Troy-Built rototillers and other equipment for over 20 years. He was a life member of the Veterans of Foreign Wars, Disabled American Veterans and Air Force Sergeants Association and a sponsor of the Air Force memorial in Washington, D.C. He was also a member of the Thornton Academy 1811. Mr. Johnson will be long remembered and sadly missed by his family and friends;

(5-41) Charles Ernest Ihloff, formerly of Casco. As a young man, Mr. Ihloff interned as an Associate Protestant Chaplain at Boston University and practice taught at both Emerson College and Suffolk University, experiences informing his decision to seek parish ministry. Ordained in the United Church of Christ in 1959, he moved to Portland, where he specialized in youth work at the State Street Church. His first parish was a federation of American Baptist and Congregational Churches in Brooklyn, Connecticut. He served for 20 years at the Congregational Church of South Hadley Falls in Massachusetts before moving to Casco in 1994, where he helped modernize the church building. Retiring on January 1, 2000, he nevertheless was an interim pastor for over 6 years in 3 parishes and was the settled pastor in Cornish for over 8 years. He always had active youth programs in each of his churches and worked over 50 weeks as counselor at church conferences in 2 states. Understanding committee structure, he was scribe and moderator of the Conference Association and was always active at the state level. He also served his communities as a volunteer firefighter for 64 years. Mr. Ihloff will be long remembered and sadly missed by his family and friends and all those whose lives he touched;

(5-42) Kenneth Lyle Cianchette, of Pittsfield. Mr. Cianchette was a veteran of the United States Army, serving as a radio mechanic in Germany, France and England before returning home in 1946. He went to work with his brothers, incorporating Cianchette Brothers, Inc. in 1949. He invented and patented the pipe grab and beam clamp, the success of which led to the creation and distribution of tools worldwide. Living in Pittsfield for almost 80 years, he served on the Town Council, the Planning Board, the Industrial Park Board, the School Administrative District 53 School Board and the Pinnacle Ski Club. He served 24 years on the Unity College Board of Trustees and was awarded an honorary doctorate degree by the college, which later named a dormitory after him. He served on the Maine Land Use Regulation Commission in the 1970s and chaired an advisory council for the Maine Department of Commerce and Industry. He also served as President of the Associated General Contractors of Maine and on various other boards and committees. A pilot, he performed aerobatic stunts on weekends at Owl's Head Transportation Museum, which he served as a trustee, and was a member of many aviation associations. He was inducted into the Maine Central Institute Hall of Fame in 1989. Mr. Cianchette will be long remembered and sadly missed by his family and friends and all those whose lives he touched;

(5-43) Neal Francis Taylor, of Montville. Dr. Taylor worked for a time at Lincoln Laboratory in Boston, Massachusetts before becoming a Doctor of Philosophy in Ecology at the University of California at Davis. He went on to live and work in Waterville and Old Town before moving to Montville. Dedicated to ecological teaching, he served as Field Faculty for the Audubon Expedition Institute at Lesley University, with the Expedition Education Institute, as Lead Instructor for the Center for Ecological Living and Learning in Central America and as a Campus Manager at Ironwood Maine, a residential mental health treatment program and accredited school for teenagers. Dr. Taylor will be long remembered and sadly missed by his partner and wife of 30 years, Larkspur Morton, his family and friends and all those whose lives he touched;
