Pursuant to MRSA Title 5, Chapter 383, Article 2-A, Section 13083-F, the Sunrise County Economic Council (SCEC) is pleased to submit the 2021-2022 Annual Report to the Legislature on behalf of the Washington County Development Authority (WCDA).
SCEC is a private, nonprofit, federally recognized economic development organization which works to create jobs and prosperity in Washington County. We provide staff support for the WCDA and are partnering with the Authority in its effort to redevelop the former U.S. Navy base in Cutler.
The WCDA continued its incremental work to restore the former Cutler Naval Base to productive use.
As indicated in the enclosed report, the WCDA procured GR Roofing LLC to replace the roof on the Base's Chapel Shop and Workshop. Seavee & Mahar Engineering were procured to take samples for hazardous materials for the DEP and EPA. WCDA did not make any significant contributions or changes to policies and procedures in the past year.

Pursuant to 5 M.R.S.A., Section 12023, please consider this the letter of transmittal for the required report due by Feb. 1, 2023 from the University of Maine System (UMS) documenting our qualifying FY22 sole-source procurements and contributions.
UMS has an estimated $1.5 billion annual total statewide economic impact, a $7.50 return for every dollar of State appropriation, and supports nearly 20,000 campus and community jobs. In addition to student and visitor local spending of an estimated $144 million annually, our System positively impacts the Maine economy by purchasing goods and services –$86.7 million in FY22 alone – from Maine businesses or those that employ many Mainers.
As it conducts business, UMS is committed to ensuring the greatest value for tuition and taxpayers, and transparency and fairness for our vendors. While competitive procurement is our standard, there are legitimate and well-defined reasons allowed by State law and corresponding UMS policy for which the purchases listed in this report were waived from this process. For example, given its world-class research, economic development and commercialization activities that are of vital importance to our state and beyond, the R1 University of Maine has unique procurement needs, including for specialized equipment or services that may only be available from one vendor. We have sought to provide that importance context within this FY22 report, which reflects a 23% reduction from FY21 in the total value of System procurements for which the competitive process was waived.

Enclosed are the reports required under 5 M.R.S.A. §12023, due February 1, 2023. The reports include: a list of all procurements in 2022 exceeding $10,000 for which competitive procurement was waived; a list of contributions made in 2022 that exceed $1,000. Section 12023(2c) requires a description of changes to the written policies and procedures required by Section 12022. There were no changes to the policies and procedures required by this section in 2022, therefore, there is nothing to report.
In 2022, the Maine Turnpike Authority made over $122 million in payments to approximately 700 vendors. The vast majority of these payments, approximately $110 million, were for competitively bid products or services or were legally or legislatively required. The Authority sole-sourced approximately $13.5 million in 2022. Most of these products or services were either proprietary in nature or were procured under long-term contracts. As these long-term contracts expire, the Authority will seek competitive bids.

In Memory of: (5-8) Chris Rose, of Old Orchard Beach, a respected and well-known former television journalist. Mr. Rose worked as a public relations strategist for the University of New England. Previously, he had a more than thirty-year career at WCSH-TV in Portland. During his journalism career, he covered feature stories and several high profile stories affecting Maine and the region, including the 2015 sinking of the cargo ship El Faro and the Boston Marathon bombing in 2013. He was inducted into the Maine Association of Broadcasters Hall of Fame in 2017. Mr. Rose will be long remembered and sadly missed by his family and friends and all those whose lives he touched;
