JOINT RESOLUTION RECOGNIZING MAY 1, 2023 AS PUREBRED DOG DAY
WHEREAS,purebred dogs are living legacies of the cultures that created them, and historically these dogs worked alongside their people and provided them companionship; and
WHEREAS, the service of these breeds continues today as they work alongside humans while serving as guide dogs, service dogs, conservation dogs, livestock guardians, search and rescue dogs, earthdogs, police dogs and canine soldiers serving alongside our military men and women;and
WHEREAS, purebred dogs also serve as avalanche dogs, trackers, trailers, herders, controllers of vermin, water rescuers, carting and sled dogs, retrievers, protectors, hunters and bird dogs;and
WHEREAS, purebred dogs have been of enormous help to medical science, serving as models for many heritable human diseases, playing a role in humanity’s understanding of the human and canine genomes and benefiting pharmaceutical research and development;and
WHEREAS, purebred dogs are guardians of family, home and hearth, and always they arecompanions near and dear to humans; and
WHEREAS, each purebred breed is indelibly etched in the history of the culture that created it just as surely as are that culture’s music, art and language;and
WHEREAS, all dogs should be valued, whatever their ancestry, but the purpose-bred dogand the predictability of its breed should be cherished and preserved;and
WHEREAS, there is currently no day set aside to celebrate and acknowledge the contributions of the purebred dog; now, therefore, be it
RESOLVED: That We, the Members of the One Hundred and Thirty-first Legislature now assembled in the First Regular Session, on behalf of the people we represent, take this opportunity to recognize May 1, 2023 as Purebred Dog Day in celebration of purebred dogsand the many service and companion benefits they provide in Maine.

JOINT RESOLUTION RECOGNIZING INTERNATIONAL HOLOCAUST REMEMBRANCE DAY AND THE WORKING DEFINITION OF ANTISEMITISM ADOPTED BY THIRTY-FOUR MEMBER COUNTRIES OF THE INTERNATIONAL HOLOCAUST REMEMBRANCE ALLIANCE
WHEREAS,Friday, January 27, 2023 is International Holocaust Remembrance Day and marks the 78th anniversary of the liberation of the Auschwitz concentration camp; and
WHEREAS, the year 2023 also marks the 80th anniversary of the Warsaw Ghetto Uprising;and
WHEREAS, the Legislature recommits itself to combating the global rise in antisemitism;and
WHEREAS, 34 member countries of the International Holocaust Remembrance Alliance, of which the United States is a member, have adopted a legally nonbinding working definition of antisemitism;and
WHEREAS, the working definition reads as follows: “Antisemitism is a certainperception of Jews, which may be expressed as hatred toward Jews. Rhetorical and physical manifestations of antisemitism are directed toward Jewish or non-Jewish individuals and/or their property, toward Jewish community institutions and religious facilities”; now, therefore, be it

On behalf of the Board of Trustees of the Maine Community College System (MCCS), I respectfully submit the attached report on certain procurements, contributions, and policy changes for the period July l, 2021, through June 30, 2022, as required by 5 M.R.S.A.§12023.
To compile this report, MCCS used customized reporting features built into our business management systems. We then tested the validity of those reports and reviewed several transactions with college personnel. Combined, the seven colleges and the MCCS System Office make thousands of purchases each year.
While reporting is complex, our review indicates that the colleges' compliance with existing policies is extremely high, and expenditures are consistently mission related. In those few areas where we have identified need for improvement, refinements have been made or are under way.
MCCS will continue to use its internal controls and annual outside audit to adapt its systems to changing needs, and our Board of Trustees will continue to monitor compliance through regular reporting and an ongoing dialogue with auditors. JOINT RESOLUTION EXPRESSING THE MAINE STATE LEGISLATURE'S REGRET OVER THE DEATH OF CONNECTICUT STATE REPRESENTATIVE QUENTIN WILLIAMS
WHEREAS,the Honorable Quentin Soldier Williams of Middletown, Connecticut, was a Connecticut State Representative serving the 100th House District; and
WHEREAS, Mr. Williams was a graduate of Bryant University and Villanova University and was a member of Alpha Phi Alpha, the oldest Black fraternity in America;and
WHEREAS, Mr. Williams first served in the Connecticut General Assembly during the 2019 session and was the first-ever Black State Representative for the City of Middletown;and
WHEREAS, Mr. Williams served as co-chair of the Aging Committee at the start of the 2021-22 session, later becoming a Housing Committee co-chair, and was slated to serve as head of the Labor and Public Employees Committee; and
WHEREAS, Mr. Williams had taken the Oath of Office for his 3rd consecutive term just before he was tragically killed in a wrong-way, head-on automobile crash after leaving the inaugural ball for Governor Ned Lamont; now, therefore, be it
RESOLVED: That We, the Members of the One Hundred and Thirty-first Legislature now assembled in the First Regular Session, on behalf of the people we represent, take this opportunity to express our deep regret over the sudden and tragic death of the Honorable Quentin Soldier Williams and the loss of his outstanding public service leadership to the Connecticut General Assembly and the people of Connecticut; and be it further

JOINT RESOLUTION RECOGNIZING THE MONTH OF JANUARY 2023 AS NATIONAL HUMAN TRAFFICKING PREVENTION MONTH
WHEREAS,human trafficking is criminal recruiting, harboring, transporting, providing or obtaining a person for compelled labor or commercial sexual exploitation through the use of force, fraud or coercion, including but not limited to involuntary servitude, sex trafficking, debtbondage, domestic servitude and forced child labor, and can, but does not necessarily, include the physical transportation of a victim from one location to another; and
WHEREAS, human trafficking violates basic human rights, denies victims their personalfreedom and knows no geographical boundaries; and
WHEREAS, traffickers target children and adults of all genders, both United States citizens and foreign nationals, isolate them from society and exploit them for personal and monetary gain; and
WHEREAS, victims of human trafficking suffer severe emotional, psychological and physical damage at the hands of their traffickers, who instill fear in their victims in order to keep them enslaved, resulting in complex post-traumatic stress disorder and increased rates of disease, drug addiction and other lifelong effects of trauma, and these experiences may require years of specialized health care and mental health services as part of a victim's recovery; and
WHEREAS, human trafficking is recognized as one of the fastest-growing criminal enterprises in the world, and the International Labour Organization estimates annual profits of $75,000,000,000 from forced labor internationally; and
WHEREAS, the International Labour Organization estimates that 12% of persons in forced labor are children, and the National Center for Missing and Exploited Children estimated in 2022 that one out of every 6 endangered runaways in the United States reported to them was likely a child sex trafficking victim; and
WHEREAS, in a 2015 report commissioned by the Maine Coalition Against Sexual Assault, researchers found that between 200 and 300 people in Maine are victims of human trafficking each year;and
WHEREAS, the work of preventing and combating human trafficking and related crimes in Maine has been undertaken by invaluable organizations such as Survivor Speak USA, founded and led by the late Dianne "Dee" Clarke of Portland;and
WHEREAS, Survivor Speak USA is a Maine-based, survivor-led organization working to end sex trafficking and sexual exploitation through centering the experiences, healing, voices and leadership of survivors; and
WHEREAS, Dee Clarke, a survivor herself of sex trafficking and exploitation, devoted her life to ending sex trafficking by empowering survivors to create social and political change, including by leading the charge to pass LD 1455, An Act To Support Survivors of SexTrafficking and Exploitation, which was signed into law June 21, 2021;and
WHEREAS, the State is committed to protecting the vulnerable and ending human trafficking through prevention, prosecution, education and awareness, including by amplifying the voices of survivors and those who work tirelessly at the grassroots level to combat it;now, therefore, be it
RESOLVED: That We, the Members of the One Hundred and Thirty-first Legislature now assembled in the First Regular Session, on behalf of the people we represent, take this opportunity to recognize the month of January 2023 as National Human Trafficking Prevention Month.

In Memory of: (5-9) Allen Laird Miller, of Arrowsic. After teaching English at the International College in Beirut, Lebanon, Mr. Miller settled in Brunswick in 1971 and taught English at West Harpswell School. He then founded and ran the Young People's Theater in 1972 and a few years later the Summer Theater Project. He also studied mime at Celebration Barn in South Paris and created and performed as Clown Al. In 1986, his theaters, now called The Theater Project, found a permanent home in Brunswick. He taught classes in acting, storytelling, playwriting and directing and conducted workshops for teachers. He also taught in prisons, retirement centers and schools from Aroostook County to Michigan to Palestine and worked with organizations, including Spindleworks and The Telling Room, to reach differently abled people, recently settled refugees and children and adults from historically clashing cultures. Mr. Miller will be long remembered and sadly missed by his family and friends and all those whose lives he touched;

(5-10) Harold Page Burnham, of Scarborough. Mr. Burnham was a veteran of the United States Marine Corps. He became a real estate broker in 1973 and built a career in real estate investments. He and his wife, Patricia, owned more than 50 properties in the greater Portland area, consistently owning more than 300 units of housing, and they owned harness horses for many years. Their horse, Michael's All Star, held the State pacing record for many years. He also coached youth sports for 15 years as their sons grew up. Mr. Burnham will be long remembered and sadly missed by his wife of 59 years, Patricia, his family and friends and all those whose lives he touched;

(5-11) Stephen E. Coffin, of Hancock. Mr. Coffin taught English at Ellsworth High School for 31 years, also coaching cross-country and indoor and outdoor track for over 20 years. His cross-country teams won six state championship titles and nine eastern Maine regional titles. He also volunteered with many local and county organizations, including Frenchman Bay Conservancy, Hancock Historical Society, Hancock Town Planning Board and the Mount Desert Island Hospital Board of Trustees. Mr. Coffin will be long remembered and sadly missed by his wife of over 59 years, Myrna, his family and friends and all those whose lives he touched;

He worked at the Maine Prisoner Advocacy Coalition, supporting efforts to end solitary confinement in the State's correctional facilities. Mr. Payzant will be long remembered and sadly missed by his family and friends and all those whose lives he touched;
