I am pleased to provide you with the Maine Human Rights Commission’s report of quasi-independent state entity activity for the preceding year, as required by 5 M.R.S. §12023. The Maine Human Rights Commission (“MHRC”) is committed to ensuring that its governing body has all the information needed to oversee the MHRC’s activities and expenditures responsibly.
For the 2022 Fiscal Year (July 1, 2021 - June 30, 2022), the MHRC reports as follows:
A. All procurements exceeding $10,000 for which competitive procurement was waived under the policies adopted pursuant to 5 M.R.S. §12022(3), including procurements exceeding $10,000 that were made under contracts previously entered into for which competitive procurement was not required. Answer: None.
B. All persons to whom the MHRC made contributions greater than $1,000 and the total amount contributed to each. Answer: None.
C. Changes made in the preceding year to the written policies and procedures required by 5 M.R.S. §12022 or to the procedures used by the MHRC to monitor compliance with those policies and procedures. Answer: None.
We believe that the MHRC is in full compliance with the spirit and letter of 5 M.R.S. §12021-12024, and thank the Legislature for its attention to this matter. (5-2) James Toman, of Gardiner, on his retirement as Chief of the Gardiner Police Department after 32 years of service. Beginning his career as an officer in 1990, he was promoted to sergeant in 1999 and chief in 2003. During his tenure as chief, he implemented the Good Day Gardiner program, the ALICE program for school safety and the Rape Aggression Defense program. He was honored in 2016 with an Outstanding Service Award from Healthy Communities of the Capital Area and was recognized by the City of Gardiner for his contributions to saving a teenager caught in the undercurrent of Cobbossee Stream. We extend our congratulations and best wishes;

(5-3) Ed Benson, of Turner, a 9-year veteran of the Turner Fire Department, who has been named Turner's Firefighter of the Year. We extend our congratulations and best wishes;

(5-4) Foxcroft Academy, of Dover-Foxcroft, on the occasion of the academy's Bicentennial. Foxcroft Academy was established in 1823, the first school to be chartered in Maine's statehood. The Town of Dover discontinued its public high school and began paying tuition for its students to attend the academy in 1903, and by 1941 the need for a larger campus and more modern facilities for the academy's over 250 students prompted Louis Oakes, Class of 1892, to deed his farm and land to the academy. The new school building opened for classes in 1952. In 1973, work began on a new industrial arts building and business education wing and the remodeling of the main classroom, library and classroom spaces. In 1990, the academy added five networked computer labs and the Burton N. Packard Center for Forestry Management, and in 2001 the academy's first capital campaign created the Pride Manufacturing Student Center, the Philpot Multimedia Computer Labs, the Eberstein Art Center, the Ames Consumer and Family Science Lab and a 400-meter, 8-lane competition track. Today, with over 425 day and boarding students from 16 Maine communities and over 20 different nations, Foxcroft Academy is one of the most unique high schools in Maine. (5-5) Peter Farragher, of Lamoine, on his retirement as Chief Executive Officer of Down East Family YMCA after over 24 years of service. During his tenure, the YMCA has grown to host programs in five buildings and support three communities, Ellsworth, Blue Hill and Bucksport, has increased annual support for services and facilities year over year, with a record-breaking annual campaign in 2021, and completed several successful capital campaigns, including the 2011 capital campaign to fund the renovation of the Wiggins Center and the campaign for the full renovation of the Ellsworth pool in 2020. Along with making fitness and recreation investments and expansions, under his leadership, the YMCA changed access to childcare and child enrichment services for the people of Ellsworth, including by purchasing and launching Camp Discovery and through the expansion of year-round childcare services in Ellsworth, in partnership with the City of Ellsworth and The Jackson Laboratory. We extend our congratulations and best wishes;

(5-6) Joe Nesin, of Chester, on his retirement from Chester Animal Hospital after over 30 years of service as a veterinarian. We extend our congratulations and best wishes;

In Memory of: (5-7) Charlotte Alma Delano, of Kenduskeag. Mrs. Delano worked as a Certified Nursing Assistant at St. Joseph's Hospital, where she worked for over 30 years. A gardener, she was certified as a master gardener through the University of Maine Cooperative Extension and was a member of the Bangor Nature Club and the Bangor Garden Club. She was also active as a member of the Corinth Baptist Church and as a long-term member of the Kenduskeag Grange. Mrs. Delano will be long remembered and sadly missed by her family and friends and all those whose lives she touched;

(5-8) Joel Tibor Klein, of Portland. Dr. Klein grew up in Budapest, Hungary, facing rampant anti-Semitism in Hungary in the 1920s and 1930s. During World War II, he was forced to work to support the Nazi war effort and miraculously escaped from a death march. After the war, he returned to Budapest and earned PhDs in Semitic Languages, Near Eastern Studies and Psychology. Ordained a rabbi in 1949, he eventually became Chief Rabbi of Northwestern Hungary. During the Hungarian Revolution in 1956, his wife Anna and children escaped to Austria, but he was in Budapest helping people escape when the Russians invaded. He was sentenced to death but escaped with help from a guard whom he had assisted years earlier. His family emigrated to the United States, arriving on Thanksgiving Day 1956, and he arrived on Valentine's Day 1957. He joined the Conservative Rabbinical Assembly and served congregations in West Springfield, Massachusetts, Claremont, New Hampshire and Waukegan, Illinois. In 1964, he became rabbi of Temple Israel in Manchester, New Hampshire, where he served for 13 years. After his retirement from the rabbinate, he became a pastoral and family counselor and a founding member of the New Hampshire Pastoral Psychotherapist Association. In 1999, he received an honorary PhD from the Rabbinical Assembly for 50 years of service as a rabbi. In 2010, he moved to Portland and joined Temple Beth El. He wrote four books, including a book co-authored with his wife Anna, In the Shadow of the Pulpit, a retrospective of their lives as a rabbi and rabbi's wife in Hungary and the United States. Dr. Klein will be long remembered and sadly missed by his family and friends and all those whose lives he touched;

(5-10) Peter Petersen, of Swanville. Born in Berlin, Germany in 1939, Mr. Petersen was evacuated to Dresden, Germany, where he experienced the Allied firebombing of the city. As a young man, he emigrated to the United States, where he became a lab technician at Bell Labs in New Jersey, later working at Allied Signal. Drafted into the United States Army, he served as a drill sergeant at Fort Dix. Returning to Allied Signal after his service, he was appointed team leader of the High Pressure Center in Morristown, New Jersey, his work leading to many patents. During his retirement in Maine, he established Mainely Wired, the first high-speed internet business serving Swanville, later Chebeague Island and other islands, as well as central and Downeast Maine. He also created Mainely.org LLC to renovate and rent houses. He refereed and coached soccer teams at Searsport High School and rec soccer in Winterport and, still a player himself in his 70s, was declared the oldest soccer player in Waldo County. Mr. Petersen will be long remembered and sadly missed by his wife of 43 years, JoAn, his family and friends and all those whose lives he touched;

(5-11) Herbert "Kent" Burdin, of Guilford. Mr. Burdin worked for Maine Drilling and Blasting before beginning a career as an outdoorsman. He served as a firefighter for the Town of Guilford and as a Selectman for over 40 years. Mr. Burdin will be long remembered and sadly missed by his family and friends and all those whose lives he touched;
