JOINT RESOLUTION RECOGNIZING THE 81ST ANNIVERSARY OF THE ATTACK ON PEARL HARBOR
WHEREAS,on December 7, 1941, without warning and minutes before 8 a.m., aircraft of the Imperial Japanese Navy and Air Force attacked United States military installations at Pearl Harbor and elsewhere on the island of Oahu, Hawaii; and
WHEREAS, the bulk of the attack at Pearl Harbor lasted for approximately 5 hours, during which 2,403 members of the United States Armed Forces were killed or mortally wounded, 1,247 members of the Armed Forces were wounded and 57 civilians lost their lives; and
WHEREAS, President Franklin Delano Roosevelt declared the day of the attack on PearlHarbor "a date which will live in infamy," and the people of the United States became united in remembrance of the fallen and committed to defending the United States against allaggressors;and
WHEREAS, the following day, on December 8, 1941, Congress declared war against Japan and 3 days later against Germany, thus beginning the United States' involvement in a global conflict that would define a generation; and
WHEREAS, after nearly 4 years of warfare, on September 2, 1945, after victory on the European front, World War II ended with the Japanese surrendering aboard the USS Missouri; and
WHEREAS, on August 23, 1994, Congress enacted Public Law 103-308, which designated December 7th of each year as National Pearl Harbor Remembrance Day andrequests the President to issue each year a proclamation calling on the people of the United States to observe National Pearl Harbor Remembrance Day with appropriate ceremonies and activities; now,therefore, be it
RESOLVED: That We, the Members of the One Hundred and Thirty-first Legislature now assembled in the First Regular Session, on behalf of the people we represent, take this opportunity to recognize the 81st anniversary of the attack on Pearl Harbor and the lasting significance of National Pearl Harbor Remembrance Day and to honor both those who survived the attack and all those who paid the ultimate sacrifice and gave their lives in defense of freedom and liberty during World War II.

JOINT RESOLUTION TO RECOGNIZE THE OBSERVANCE OF THE NATIONAL DAY OF RACIAL HEALING 2023
WHEREAS,racial divisiveness is rising in America's urban, rural and tribal communities and threatens the very core of this great country's unified front; and
WHEREAS, just as with those who came before us, it is our duty to protect those who livein this State and maintain communities in which they may all be given the opportunity to succeed;and
WHEREAS, we understand and recognize that there is a racial divide in our country andthat we must all work earnestly to heal the wounds created by racial, ethnic and religious bias and build an equitable and just society so that all people can thrive; and
WHEREAS, children have the right to every opportunity to learn, grow and thrive in nurturing environments that do not violate their safety, dignity or humanity;and
WHEREAS, all persons have the capability to make a simple change within themselves that can have a profound positive effect on an entire society; and
WHEREAS, if we all dedicate ourselves to the principles of truth, racial healing andtransformation, we can all bring about the necessary changes in thinking and behavior that will propel this great country forward as a unified force where racial biases will become a thing of the past; now,therefore, be it
RESOLVED: That We, the Members of the One Hundred and Thirty-first Legislature now assembled in the First Regular Session, in conjunction with others throughout the United States of America, acknowledge January 17, 2023 as the National Day of Racial Healing.

JOINT RESOLUTION COMMEMORATING MARTIN LUTHER KING, JR. DAY
WHEREAS,January 16, 2023 marks the national and state holiday in honor of Dr. Martin Luther King, Jr., commemorating his birth on January 15, 1929; and
WHEREAS, Dr. Martin Luther King, Jr. was a Baptist minister who advocated the furtherance of civil and human rights for all Americans through nonviolence;and
WHEREAS, this man of great spirit showed this country a dream of “an oasis of freedomand justice”; and
WHEREAS, Dr. King, a model of an American patriot, provided the nation with one of the most prophetic and influential voices in our history; and
WHEREAS, for his tireless work to ensure equality and justice, Dr. King was awarded the Nobel Peace Prize, a high and honorable distinction, in 1964; and
WHEREAS, his eloquence, his perseverance and his faith moved mountains and brought about landmark legal and social changes by appealing to the better instincts and consciences of his fellow human beings; and
WHEREAS, the life of Dr. Martin Luther King, Jr., which ended so tragically on April 4,1968, is a shining example to Americans and citizens of the world at large of uncompromising dedication to the highest ideals; and
WHEREAS, the Honorable Gerald Talbot of Portland submitted legislation in 1975 to create a day commemorating Dr. Martin Luther King, Jr. prior to the federal legislation creating the holiday; now,therefore, be it
RESOLVED: That We, the Members of the One Hundred and Thirty-first Legislature now assembled in the First Regular Session, on behalf of the people we represent, take this opportunity to acknowledge the extraordinary life and works of this teacher, reformer and humanitarian, Dr. Martin Luther King, Jr., and pause in our deliberations to recognize and commemorate the occasion of his birth.

Mrs. Sims will be long remembered and sadly missed by her husband of 54 years, Charles, her family and friends and all those whose lives she touched;

He served the City of Presque Isle as Tax Assessor for many years before becoming City Manager, retiring in 1991. Proud of his Native American culture, he was active in attending and providing sound engineering for powwows and sweat lodges. He also was a musician, playing in the duo Joint at the Hip before forming the band Naked Groove and later The Jen Thayer Band, a popular local cover band in the Seacoast region. Mr. Thayer will be long remembered and sadly missed by his wife of 30 years, Jennifer, his family and friends and all those whose lives he touched;

(5-23) Charles T. McHugh, of Baileyville. Dr. McHugh served with the United States Public Health Service as a physician to Peace Corps volunteers in Tanzania from 1965 to 1967. He was Vice President for Medical Education at Columbus Cuneo Cabrini Medical Center in Chicago from 1972 to 1979 and had a private general surgery and family medicine practice until 1986. In 1987, he moved to Maine and worked as a general surgeon at Calais Regional Hospital and Down East Community Hospital, where he also served as President of the Medical Staff. He had a family practice in Baileyville and served as the Baileyville town health officer, the Baileyville school physician, the Georgia Pacific Mill Medical Director and the Medical Examiner for Washington County. He was a member of the Board of Governors of the American College of Surgeons and president of the Maine chapter, a delegate and state caucus chair of the American Medical Association and an active member of the Maine Medical Association. He also served on the Board of Directors of Acadia Hospital and as a member of the Board of Corporators for Northern Light Health System. Dr. McHugh will be long remembered and sadly missed by his family and friends and all those whose lives he touched;

Ms. Najarian earned a law degree in 1985 and became an Assistant Attorney General for the State, handling cases involving child protection and child support enforcement. After retiring from that office she served as Deputy Register of Deeds for Cumberland County. Ms. Najarian will be long remembered and sadly missed by her family and friends and all those whose lives she touched;
