Please accept this letter as the report of the findings of the Joint Standing Committee on Education and Cultural Affairs from its review and evaluation of the Department of Education under the State Government Evaluation Act, Title 3, Maine Revised Statutes, chapter 35.
Pursuant to the requirements of the Act, the committee notified the Department of Education by letter dated April 30, 2021 of its intent to conduct a review. The Department of Education submitted its report in November of 2021 and presented the report to the committee on January 13, 2022.
During its review, the committee requested additional information from the Department of Education regarding the relationship between the Department of Education and Department of Corrections in their respective responsibilities, oversight, and funding of the education of juveniles in correctional facilities in this State. The Department of Education will be submitting a separate report related to this topic later this session, and the committee looks forward to continuing conversations with the Department of Education on this important issue.
The committee has concluded its review of the report and finds that the Department of Education is operating within its statutory authority. In addition, the committee commends the Department of Education for their extraordinary work over the last two years. The Department of Education has shown great leadership in the State and nationally, and in particular have received national recognition for the MOOSE (Maine Opportunity for Online Sustained Education) Learning Module Library, which provides free access to a-synchronous, interdisciplinary, project-based learning. Despite the challenges and disruptions brought on by the COVID-19 pandemic, Commissioner Makin and Department of Education staff have worked tirelessly to encourage and support students and educators throughout the State.

(5-6) Anita Murphy, of Lewiston, on her retirement as head coach of the Lewiston High School girls tennis team after 43 years of coaching. Ms. Murphy coached her teams to 518 match wins and 13 state championships and has been inducted into the Auburn-Lewiston Sports Hall of Fame, the Maine Principals Association Hall of Excellence and the Maine Sport Hall of Fame. (5-7) Daryl Conant, of Kennebunk, an avid bodybuilder and longtime owner of The Fitness Nut House, who overcame a debilitating broken leg to compete in the Amateur Athletic Union Mr. Universe Bodybuilding and Fitness Event, taking first place in the master's division in the 50 and older class and first place in the overall master's class of those in the 40s, 50s and 60 age range, as well as placing second in the open class of all age groups. In Memory of: (5-12) Frederick Joseph Gagnon, of Rome. Mr. Gagnon worked in various jobs in Caribou before moving to Connecticut in 1965, where he had a career at Manchester Sand and Gravel and was a valued employee for 22 years. He then continued his career with Builder's Concrete until he retired to Long Pond. He was a communicant of St. Joseph's Catholic Church in Willimantic, Connecticut as well as St. Mary of the Assumption Catholic Church in Augusta. He served as a volunteer firefighter in Manchester, Connecticut. He was an involved member of The Loyal Order of Moose and a member of the Canabas Council #1299 3rd Degree Knights of Columbus and Canabas Assembly #348 4th Degree Knights of Columbus in Gardiner. He also served the Town of Rome on the planning board for 7 years and volunteered for the town in a number of ways. Mr. Gagnon will be long remembered and sadly missed by his wife of 57 years, Sandra Lee, his family and friends and all those whose lives he touched;

(5-13) Shirley Jean Stedman Whittemore, of Skowhegan. Mrs. Whittemore had a 41-year career at Depositor's Trust Company, which became Key Bank, starting as a bookkeeper and retiring as an assistant vice president in 1990. Very active in her community, she was involved with the Skowhegan Bicentennial Committee, Retired Senior Volunteer Program, Mary Holland Advisory Board, Community Chorus, Community Band, Dollars for Scholars, March of Dimes Walk-a-thon, Somerset County United Way, Drug Abuse Resistance Education Program and Margaret Chase Smith Day programs. She served as treasurer of the Holland School Building Committee, as a Girl Scout troop leader, as a board member and the treasurer of the Skowhegan Chamber of Commerce, as a board member and the treasurer of Skowhegan Community Action Group and as co-organizer of the "Getting To Know You Fair." She also served as an American Institute of Banking instructor for Thomas College and co-founded the Skowhegan Log Days and Bean-Hole-Bean Dinners. She served the Town of Skowhegan on the Wage Compensation Board, Traffic Committee, Second Bridge Committee, Heritage Council, Charter Commission Committee and Citizen Review Board. Mrs. Whittemore will be long remembered and sadly missed by her family and friends and all those whose lives she touched;

JOINT RESOLUTION RECOGNIZING THE ACHIEVEMENTS AND CONTRIBUTIONS OF ASHLEY BRYAN
WHEREAS,Ashley Frederick Bryan, born in Harlem in New York City in 1923, the 2nd oldest of 6 children of immigrant parents from Antigua, a renowned author and illustrator and a resident of the State of Maine for over 60 years, died on February 4, 2022 at 98 years of age; and
WHEREAS, while a student at Cooper Union in New York City in 1942, Mr. Bryan was drafted to serve in a segregated battalion of the United States Army, with which he participated in the D-Day invasion, landing at Omaha Beach, and documented his experiences throughwriting and art;he told this important and inspiring story in 2019 in his celebrated memoir "Infinite Hope: A Black Artist's Journey from World War II to Peace"; and
WHEREAS, Mr. Bryan later studied art around the world and went on to a long teaching career at Queens College, Philadelphia College of Art, Lafayette College and Dartmouth College, but in the summer of 1946, he visited Maine for the first time as a student and, upon viewing the mountains of Mount Desert Island and the Cranberry Isles, decided this was where he wanted to live; and
WHEREAS, after coming to live on Little Cranberry Island, Mr. Bryan enriched the lives of island residents, visitors and schoolchildren in Maine and around the world with over 50 books, including "Beautiful Blackbird" and "Freedom Over Me," which were a force for bringing people of color and issues of racial diversity into children's literature and for introducing children of all backgrounds to African American poetry and folktales;and
WHEREAS, a child of the Great Depression who let nothing go to waste, Mr. Bryan used debris washed up on the shores of the Cranberry Isles to create puppets and stained-glass windows that have been displayed in museums around the country and are now on permanent display in the Ashley Bryan Storyteller Pavilion in Islesford on Little Cranberry Island;and
WHEREAS, Mr. Bryan illuminated the African American experience and cultural heritage through his art, for which he has been recognized by universities and institutions internationally and which paved the way for African American writers and illustrators, creating opportunities for greater diversity in the world of children's literature; and
WHEREAS, Mr. Bryan received the Coretta Scott King-Virginia Hamilton Lifetime Achievement Award, the Laura Ingalls Wilder Award, several Coretta Scott King Awards and a Newbery Honor, as well as many other recognitions, including the renaming of the Islesford school as the Ashley Bryan School in celebration of his love of children and commitment to education, and in September 2021, the Farnsworth Art Museum announced Mr. Bryan as the recipient of the 2022 Maine in America Award, which recognized outstanding contributions to Maine's role in American art and is the museum's highest honor; now,therefore, be it
RESOLVED: That We, the Members of the One Hundred and Thirtieth Legislature now assembled in the Second Regular Session, take this occasion to recognize the achievements and contributions of Ashley Bryan and to offer his family and friends our condolences upon his passing.
