An initiative is a type of referendum that results from a successful direct initiative petition by the voters to either enact or repeal a law according to Article IV, Part Third, Section 18 of the Maine Constitution. After the Secretary of State verifies the signatures on the petitions, the measure is submitted to the Legislature, which may pass that law as submitted, or refer the initiated measure to the people for referendum vote. The Legislature may also enact an alternative version, called a competing measure, in which case both versions are referred to the people for a referendum vote. Bills introduced through the initiative process are assigned IB ("Initiated Bill") and LD ("Legislative Document") numbers.
