§3857. Certificate of authority
1.
The certificate of authority of a reciprocal insurer shall be issued to its attorney in the name of the insurer.

The superintendent may refuse to grant a certificate of authority, and may file a complaint with the District Court seeking suspension or revocation of a certificate of authority, for failure of the attorney to comply with any applicable provision of this Title, in addition to other grounds for those sanctions.
