§238. Rule of construction

No change to authority to maintain voting lists.
This subchapter may not be construed to interfere with any election official's authority or obligation, under state or federal law, to:

Determine whether an individual is qualified to be a voter; or

B.
Conduct regular, nondiscriminatory voting list maintenance designed to ensure that persons who are ineligible to vote are not reflected as voters in the central voter registration system.

2.
Right to opt out.
This subchapter may not be construed to interfere with the right of an individual to decline for any reason to be registered to vote.
