Resolve, To Ensure the Collection and Report of Outsourcing Data
Emergency preamble. Whereas, acts and resolves of the Legislature do not become effective until 90 days after adjournment unless enacted as emergencies; and
Whereas, the Joint Standing Committee on State and Local Government has identified the necessity of collecting information on the State's contracting and outsourcing practices beginning July 1, 2005; and
Whereas, passage of this resolve as an emergency measure is needed to begin collection on that date; and
Whereas, in the judgment of the Legislature, these facts create an emergency within the meaning of the Constitution of Maine and require the following legislation as immediately necessary for the preservation of the public peace, health and safety; now, therefore, be it
Sec. 1. Collection of information. Resolved: That to better understand the nature of the State's contracting practices, the Department of Administrative and Financial Services, Division of Purchases shall collect information from all contracted providers of services to the State regarding the country where services will be performed. The department shall require service providers to notify the department of any changes to this information; and be it further
Sec. 2. Report. Resolved: That the Department of Administration and Financial Services, Division of Purchases shall report to the Joint Standing Committee on State and Local Government by January 15, 2006 on the information obtained pursuant to section 1.
Emergency clause. In view of the emergency cited in the preamble, this resolve takes effect when approved.
Effective May 12, 2005.
