Sec. G-1. PL 1995, c. 502, Pt. K, §4, as amended by PL 2003, c. 20, Pt. D, §1, is further amended to read:
Sec. K-4. Fiscal agent for the Governor's Office, Blaine House, State Planning Office, Department of Economic and Community Development, Department of Education, Workers' Compensation Board and Commission on Governmental Ethics and Election Practices. The Department of Administrative and Financial Services shall serve as the fiscal agent for the Governor's Office, Blaine House, State Planning Office, Department of Economic and Community Development
and, Department of Education, Workers' Compensation Board and Commission on Governmental Ethics and Election Practices, to include such functions as processing payment vouchers and contract documents,and handling personnel and payroll matters, financial management services and other related required functions as agreed upon bythe 6all entities.Sec. G-2. Review of statewide financial and human resources services to improve efficiency and cost-effectiveness. The Commissioner of Administrative and Financial Services shall review the current organizational structure of payroll, personnel and accounting units to improve organizational efficiency and cost-effectiveness.
The Commissioner of Administrative and Financial Services is authorized to identify savings to the General Fund from the improvements identified from the review. Notwithstanding any other provision of law, the State Budget Officer shall transfer position counts and available balances by financial order upon approval of the Governor in order to achieve the saving identified in section 3. These transfers are considered adjustments to authorized position count, appropriations and allocations in fiscal years 2005-06 and 2006-07. The State Budget Officer shall provide the joint standing committee of the Legislature having jurisdiction over appropriations and financial affairs a report of the transferred amounts no later than January 15, 2006.
Notwithstanding any other provision of law, the Commissioner of Administrative and Financial Services or a state official designated by the commissioner is responsible for the provisions of financial and human resource services and shall provide oversight for all financial and human resource personnel assigned to each agency. Additionally, the commissioner or the commissioner's designee may reassign finance and human resource personnel among agencies as needed to support statewide operations.
Sec. G-3. Appropriations and allocations. The following appropriations and allocations are made.

Initiative: Represents projected savings statewide through the consolidation of payroll, personnel and accounting services. Establishes 2 Budget Analyst positions and one Internal Control Audit Manager position. Positions to be eliminated will be identified upon completion of a review of the departments and agencies statewide and the position count will be adjusted by financial order.
