     Sec. L-1. PL 2001, c. 439, Pt. N, §1 is amended to read:

     Sec. N-1. Maine Governmental Facilities Authority. Pursuant to the Maine Revised Statutes, Title 4, section 1606, subsections 1 and 2, the Maine Governmental Facilities Authority is authorized to issue securities in its own name in an amount up to $5,500,000 $1,000,000 on or after February 28, 2002 and an amount up to $4,500,000 on or after February 28, 2003 for the purpose of paying the cost of courthouse projects or parts of projects in Rockland and other locations designated by the Maine Governmental Facilities Authority.

     Sec. L-2. Carrying balance. Notwithstanding any other provision of law, an amount not to exceed $55,000 of unencumbered balance remaining on June 30, 2002 in the General Fund Courts - Supreme, Superior and District program within the Judicial Department for debt service relating to the Rockland Courthouse may not lapse but must be carried forward to June 30, 2003 to be used for the same purpose.
