§1952. Charges
All persons, firms and corporations, whether public or private, and each county shall pay to the treasurer of the jail authority formed under this chapter the rates, tolls, assessments, rents, transportation charges and other charges established by the directors for services provided by the jail authority. In this subchapter, the words "other charges" include, but are not limited to, interest on delinquent accounts at a rate not to exceed the highest lawful rate set by the Treasurer of State for municipal taxes. The jail authority may submit periodic bills directly to individual users or to the counties as determined by the directors.

The jail authority may establish schedules of charges by any method determined by the directors.

The rates, tolls, assessments, rents, transportation charges and other charges must be so established as to provide revenue at least sufficient, together with any other money available, to:

Current operating expenses.
Pay the current expenses of operating and maintaining the multicounty jail facility;

2.
Unanticipated operating expenses.
Create and maintain a reserve not to exceed 3.5% of the operating budget for unanticipated operating expenses;

Payment of interest and principal.
Pay the principal, premium and interest on all bonds and notes issued by the jail authority under this chapter when due and payable;

4.
Payments into reserve funds.
Create and maintain such reserves as may be required by any trust agreement or resolution securing bonds and notes;

5.
Repairs, replacements and renewals.
Provide funds for paying the cost of all necessary repairs, replacements and renewals of the multicounty jail facilities; and

6.
Payment of obligations.
Pay or provide for any and all amounts that the jail authority may be obligated to pay or provide for by law or contract, including any resolution or contract with or for the benefit of the holders of its bonds and notes and including payment of organizational costs to Lincoln County and Sagadahoc County.
