§4701. English as language of instruction
The language of instruction in elementary and secondary schools shall meet these requirements.

Basic language.
The basic language of instruction in all schools shall be the English language.

2.
Exceptions.
A school may provide instruction in a language other than English in the following circumstances, subject to approval of the commissioner:
A.
Transitional instruction using bilingual techniques may be provided to students of limited proficiency in English; and

B.
Schools may also establish bilingual programs for the purpose of providing proficiency in both English and a 2nd language.
