Rep. John Martin returns to the Legislature with nearly 50 years of service.

The Aroostook Democrat was first elected to the House of Representatives in 1964. Now in his 22nd non-consecutive term in the House, Martin served 10 terms as speaker. He has also served four terms in the Senate.

Martin was born in Eagle Lake and attended local schools. He earned his bachelor’s degree in history and government from the University of Maine and completed advanced graduate study in political science, also at the University of Maine.

Martin is an assistant professor of political science and government at the University of Maine at Fort Kent and a member of the New England Political Science Association and the American Academy of Political Science. He also served as president of the National Conference of State Legislatures from 1990-1991. He was chairman of the State-Federal Assembly of NCSL in 1985-86, vice chair of NCSL’s Budget, Fiscal and Rules Committee in 1986-87 and chair of the Task Force on Reapportionment in 1987-1988.

In addition, Martin was a member of the Board of the Foundation for State Legislatures and was vice chair of the Regional Executive Committee of the Democratic State Legislative Leaders Association. In 1990, he was elected chair of the State Democratic Leaders Association and served on both the Democratic National Committee and the Executive Committee of the Democratic National Committee. He was president of the State Legislative Leaders Foundation from 1979-1982 and chairman of the New England Caucus of State Legislatures in 1982 and 1983.

From 1970-72, Martin was chairman of the Land Use Regulation Commission and chairman of the Intergovernmental Relations Commission in 1969.

Rep. Martin is a member of the Joint Standing Committee on Appropriations and Financial Affairs, Joint Standing Committee on Inland Fisheries and Wildlife and serves as House chair of the Joint Select Committee on Leaves of Absence.

Brief description of the subject matter handled by the committee: General Fund appropriations and general fiscal policy; federal funds allocations; special revenue and block grant allocations; Budget Stabilization Fund; unappropriated surplus; bond issues; collective bargaining funding; review of revenue estimates; budgeting methodologies, review of financial orders; financial evaluation of agencies of state government; Maine Public Employees Retirement System; retirement eligibility and benefits for state and municipal employees, including teachers; judicial and legislative retirement systems.

Brief description of the subject matter handled by the committee: Department of Inland Fisheries and Wildlife; inland fisheries and wildlife research and management; hunting; fishing; trapping; hunter safety; fish hatcheries; game wardens; guides; taxidermist licensing; ATVs; snowmobiles; watercraft registration and boater safety; and white water rafting.
