Fiscal Detail and Notes
This bill includes ongoing appropriations and allocations beginning in fiscal year 2026-27 to the Maine Office of Community Affairs (MOCA) for two Resource Management Coordinator positions, one funded by the General Fund and one funded by Other Special Revenue Funds, and associated costs. The bill provides $132,761 in General Fund appropriations and $135,761 in Other Special Revenue Funds allocations for these positions.
The bill also includes one-time Other Special Revenue Funds allocations of $94,594 and one-time deallocations of $9,282 in fiscal year 2026-27 to support the reclassification of one Public Safety Inspector III position to a Public Safety Inspector Supervisor position. In addition, the bill includes ongoing Other Special Revenue Funds allocations of $2,137 beginning in fiscal year 2026-27 to reflect changes in retirement plan costs for certain employees.  
The bill further includes a one-time transfer of $1,000,000 from the Maine Budget Stabilization Fund to the Housing Opportunity Program in fiscal year 2026-27, along with corresponding allocations to authorize expenditure of those funds. 
Finally, increasing the surcharge from $0.04 per square foot to $0.06 per square foot will result in an estimated increase of $161,604 in Other Special Revenue Funds revenue to MOCA.
