The bill includes
General Fund appropriations to the University of Maine System (UMS) of
$1,259,560 in fiscal year 2025-26 and $636,578 in fiscal year 2026-27 to
implement the requirements of the bill that that a written notice of a
violation of any parking rule be affixed to a vehicle in a conspicuous place
at the time of the violation. In order to implement the requirements of the
bill, UMS is expected to need to hire eight parking attendants to provide
24/7 parking service as provided by the current vendor (an ongoing cost
starting at $444,376 in FY26 with cost-of-living adjustments in future fiscal
years), hire two administrative assistants (an ongoing cost starting at
$120,184 in FY26 with cost-of-living adjustments in future fiscal years), pay
licensing fees for gated parking and payment technology (an ongoing cost of
$50,000), install new infrastructure (a one-time estimated cost of $620,000),
and terminate its existing contract with a third-party parking vendor (a
one-time breach-of-contract fee cost of $25,000). |
