	This bill includes a contingent requirement that the Office of Community Affairs (OCA) shall develop and share a responsible outdoor lighting model ordinance with municipalities when adequate resources are available to absorb the cost of creating the ordinance. Any additional costs to the Maine Turnpike Authority from the provisions of this bill are expected to be minor and can be absorbed within existing budgeted resources.
