The bill includes
General Fund appropriations to the Department of Health and Human Services of
$187,500 in fiscal year 2025-26 and $750,000 in fiscal year 2026-27 for
grants to develop and implement of 4 early childhood learning and development
and resource hubs and for one Social Service Program Specialist II position.
Federal Block Grant Fund allocations are also included in the bill.
A more current estimate would increase the fiscal year 2025-26 General Fund
appropriation by $430,326 to $617,826 and the fiscal year 2026-27 General
Fund appropriation by $1,004,292 to $1,754,292 because Child Care Development
Fund Block Grant funds are not available for this purpose due to significant
investments in other programs. |

Additional costs
to the Department of Education associated with collaborating with the
Department of Health and Human Services to address recommendations on
improving the coordination and service delivery for children in the State and
their families can be absorbed within existing budgeted resources. |
