The bill adds a
definition for "retail merchandise", which includes, among other
things, the theft of gift cards.
Specifically identifying gift card theft as a theft of merchandise
could result in an increase in incarcerations. The number of any potential increased
incarcerations is not known. The
current average cost of incarcerating one individual for a single year is
$55,203.
The additional workload associated with the minimal number of new felony
cases filed in the court system does not require additional funding at this
time. The collection of additional fines will increase General Fund or other
dedicated revenue by minor amounts. |
