Fiscal Detail and Notes
This bill allows employers and health insurance carriers to decide whether providers should be included in networks and in what tier those providers should be placed. This allows employers and carriers to better control costs and can provide lower out-of-pocket expenses for members which would reduce costs to the State Employee Health Plan.

Any additional costs to the Office of the Attorney General related to enforcement of the bill's provisions are expected to be minor and can be absorbed within existing budgeted resources.
