	The bill requires joint standing and joint select committees of the Legislature to provide equal time to testify to each person testifying before that committee during a public hearing.  This may result in increased costs to the Legislature if it extends the total length of time for public hearings to the point staff need to be paid overtime, and legislators incur additional travel-related expenses.
