The bill allows a
legislator to choose whether to receive their entire legislative salary
during the legislative session or to receive it in roughly equal payments
over the course of the year. This will
shift costs for legislators who elect to receive their salary over the course
of the year from one State fiscal year to the next, requiring the use of
balances to fund the resulting shortfall in the subsequent State fiscal
year. Whether or not this will result
in additional costs to the Legislature during the calendar year will depend
on the change in rates for retiree health insurance, as well as other
payroll-related costs calculated as a percentage of salary, from one State
fiscal year to the next.
