This bill establishes the State Employee Compensation Stabilization Fund as a dedicated, nonlapsing fund within the Department of Administrative and Financial Services for the purpose of augmenting the salaries of state employees to provide parity between the salaries of state employees and the salaries of comparable positions in the public and private sectors as determined by a market pay study. The bill changes the amount transferred from the unappropriated surplus of the General Fund to the Maine Budget Stabilization Fund from eighty percent to seventy-five percent and requires five percent of the unappropriated surplus of the General Fund be transferred directly to the State Employee Compensation Stabilization Fund.
