Correctional and Judicial Impact Statements
This bill may increase the number of civil suits filed in the court system. The additional workload associated with the minimal number of new cases does not require additional funding at this time. The collection of additional fines and filing fees will increase General Fund or other dedicated revenue by minor amounts.
Fiscal Detail and Notes
The Department of Health and Human Services will require General Fund appropriation of $85,671 beginning in fiscal year 2026-27 to establish a Health Services Consultant II Position and a Public Health Nurse Supervisor Position to oversee healthcare facility compliance with the Maine Quality Care Act outlined in this bill. A Federal Expenditures Fund allocation will also be included for the federal match.
The Human Rights Commission will require a one-time General Fund appropriation of $10,000 in fiscal year 2026-27 for staff training related to the provisions of this bill.
