The current operator of the lease agreement for Scarborough Beach State Park has indicated that the provisions of this bill may result in their decision to exercise the lease's termination clause. If the agreement is vacated, the Department of Agriculture, Conservation and Forestry (ACF) would assume direct management responsibilities for the property and require additional staffing and operating resources.
ACF estimates that managing the site directly would require 13 new positions and associated support, resulting the need for additional General Fund appropriations of approximately $706,696 in the first year these positions are required. 
Under the current agreement, the State receives a share of the lessee’s gross monthly revenues. If the lease is terminated, ACF would instead collect park admission fees directly. While this would generate new General Fund revenue, the exact amount cannot be determined in advance and would depend on the fee schedule adopted by the Department.
