The limits on
municipal general assistance included in the bill are expected to reduce
General Fund expenditures in the General Assistance - Reimbursement to Cities
and Towns program relative to current law. Because the current budget for the
state reimbursement program is insufficient to cover the projected costs of
the program, any reduction in costs from the provisions of the bill would not
result in savings to budgeted amounts, but would reduce the amount of the gap
between budgeted and actual expenditures.
The limitation on the duration of housing assistance to 3 months in a 12
month period is expected to reduce the state reimbursement to municipalities
for general assistance by $4,323,134 annually. This savings estimate does not
include potential additional savings from the changes in the bill to the
maximum level of assistance, ineligibility period and work requirements
because data is not available to assess these impacts. |
