This bill creates the University of Maine Cooperative Extension Tick Laboratory Operations Fund (UMCETLOF) to support tick research. It requires the State Liquor and Lottery Commission to develop and launch a dedicated instant lottery game by July 1, 2026, with 50% of the net proceeds directed to the fund.  
The Bureau of Alcoholic Beverages and Lottery Operations (BABLO) has indicated that the addition of a new instant lottery ticket is not expected to increase total lottery revenues but rather to shift sales away from existing games. Consequently, this bill will increase revenue to the Other Special Revenue Funds through the newly established UMCETLOF while reducing the transfer of lottery revenues to the General Fund. Based on the historical performance of comparable tickets, annual net proceeds are estimated at $543,116, resulting in a General Fund loss of approximately $271,558. 
This bill includes ongoing Other Special Revenue Funds allocations of $271,558 beginning in fiscal year 2025-26 to the UMCETLOF to authorize expenditures of revenue received from the tick laboratory instant lottery game.
