Fiscal Detail and Notes
The bill includes ongoing annual General Fund appropriations to the Department of Health and Human Services of $3,423,279 beginning in fiscal year 2026-27 to provide continuous eligibility to a child from birth through 5 years of age who enrolls in Medicaid or the Children's Health Insurance Program. Federal Expenditures Fund and Federal Block Grant Fund allocations are also included for the FMAP match. Given the waiver application deadline of December 31, 2025 to provide the continuous coverage included in the bill, the fiscal impact is based on a start date of July 1, 2026.
